The $2 bill is legal tender, as is the JFK 50 cent piece. Once got one of those as change for a $10 bill on a Vt. ferry.

They aren’t that rare. Of course, stupidity is even less rare.
I got twelve of these. My dad saved them and I got them after he passed. I often wonder if most people would recognize them as legal tender.
Okay, so the lunch lady never heard of a two dollar bill. Fine.
But a cop? Really?
I’m surprised there are people - grown ups, no less - that don’t know there is a such thing as a $2.
This seems to happen every few years.
There are modern $2 bills that aren't that old or rare.
However, if this was, in face, an "old and rare" $2, I wonder where he got it.

United States Notes have a red seal and serial number instead of the green seal and serial number of Federal Reserve Notes.
Seeing a red seal will confuse many into thinking they are counterfeit bills.
That means there are roughly 750,000,000 $2 bills in circulation or enough for every man, woman and child to have two of them.
As someone said, it is astonishing how ignorant and clueless our educators and law enforcement officers are.
I wonder what would have happened if he gave them a $1 coin :) They’re probably not aware that those exist.
How old were these officers? Bad enough the school is clueless, but the police officers?
