Well I'm going to cut some slack to the cops and the school. Many $2 bills I run across in coin displays of antique shops are United States Notes, not Federal Reserve Notes.

United States Notes have a red seal and serial number instead of the green seal and serial number of Federal Reserve Notes.

Seeing a red seal will confuse many into thinking they are counterfeit bills.

AFAIK, each and every coin and Bill ever produced under the US government is legal tender. This doesn’t come up much because of the generally higher nusimatic value of older money.

There are minor exceptions, for example, they won’t give you silver for a silver certificate 1.00 bill anymore. But it is still worth 1.00.

Woooow, the $2 bill you showed is a United States Note, Not a Federal Reserve Note. These were printed by JFK in an attempt to supplant the Federal Reserve. The real reason he was shot. Very difficult to find pictures of these even on the web.
