It looks like the DCCC violates the Lexis-Nexis terms of service.

From one of the documents released by Guccifer:

"Shared Research Passwords"

"NOTE: Please check with your colleagues before using their password to limit conflicts"

"LEXIS-NEXIS PASSWORDS"

Followed by a list of names, each with an ID and password.

But sharing passwords is a violation of the Lexis-Nexis terms of service:

"The term “Authorized User” means an Eligible Person whom you have identified to LN for purposes of issuing an LN ID. You agree that each LN ID may only be used by the Authorized User to whom LN assigns it and that the LN ID may not be shared with or used by any other person, including other Authorized Users."
