Puerto Rico is in crisis mode. It has run up $70 billion in debt, a staggering amount for an island of under 3.5 million people.....
"You have to cut the debt way down and get back to business," he said.

I wouldn’t. Puerto Rico is beautiful.
They need to fix their problems, but I’d never let it go.
The problem is, you buy the island, you buy the debt.
So it’s like one of those houses in Detroit that is for sale for $1, but if you buy it, you also buy 10 years of unpaid real estate tax bills. Not a good deal once you do the math.
A bail-out is unnecessary and politically impossible. A restructuring doesn’t cost taxpayers a nickel.

They take back that POS Supreme Court Justice and replace her with Mike Lee.
The only things I can think of are stuff that Cubans make better but we cannot buy from Cuba because of the embargo.

Can it actually be seen as improvements in infrastructure on the island. Are there new roads, nice homes, new water mains, buildings etc.. Or did it just go for welfare payments to the populace for new clothes, cars, rent etc..

Hillary can’t make it a state. Congress can.
Puerto Rico had a very vibrant economy with strong corporate tax incentives for manufacturing. Congress did away with that. Then of course the politicos bought votes with freebies, and here we are, out of other people’s money.
