That is a lie, and it is easily proven to be a lie. All you have to do is go back to 2011-2012 when he was running for the Senate. He was campaigning on the wall and tripling border security at that time, when Trump was still calling Romney mean for talking about deportation.
Here is an excerpt from an article about the last debate Cruz had with Dewhurst:

Dewhurst, who has taken a more pragmatic approach to the issue of illegal immigration, avoided clarifying whether he currently supports such a program.
