The personalized letters target individual Iowa voters and identifies them as having failed to vote in prior elections. They are admonished and then encouraged to vote this year. In addition the letters identify the neighbors of the voter, and provides their voting history.
The text reads:
"You are receiving this election notice because of low expected voter turnout in your area. Your individual voting history as well as your neighbors' are public record. Their scores are published below, and many of them will see your score as well. CAUCUS ON MONDAY TO IMPROVE YOUR SCORE and please encourage your neighbors to caucus as well. A follow-up notice may be issued following Monday's caucuses".
In an effort to shame the recipient, the notice also informs the targeted voter their neighbors have also been notified of the recipients poor voting record.

Yeah, I see it. But I still question whether it’s true.
If Cruz did this and thought it was a good idea, he deserves the backlash coming to him. And probably it’s true, but it could be a photoshopped internet hoax, or it could be someone trying to slander Cruz.
But what better way to take down an opponent than to smear them with something like this? I don’t think Trump would do it. Trump is already winning anyway and he openly attacks on merits. I don’t see him resorting to slander.
But Rubio might. Rubio and Cruz have been going at it.
We got a letter like that from our power company a few winters ago. They said that we were using more electricity and natural gas than our neighbors and they gave us an “F”. At the time my brother-in-law was fighting in Iraq. My sister-in-law was going through a hard time so she and her two daughters came to live with us that winter.
They were trying to shame us into conserving power. The letter even mentioned global warming. I was extremely offended. I sent them the nastiest letter that I had ever written. I fear I would react the same way to this obnoxious letter from Cruz, but it does seem to capture the holier than thou attitude of Ted and many of his followers. I used to say that I would be happy if either Cruz or Trump was the nominee, but there has been one offensive revelation after another about Ted lately.
I hope someone sends this to Mark Levin and his stepson. This is terrible.
“It’s not an invasion of privacy.”

I realize that voting records are public, but the people who receive these notices in the mail may be offended to receive them. I know I would, and I like Ted.
Wow...
Someone is socially tone deaf. Maybe he is a bit farther along the autism spectrum than I had thought. Not that there’s anything wrong with that.
Check twitter, Right now its trending, people are really upset

He is creepy and nasty
This is stunning. I can’t believe Cruz thought this was a good idea.
Is he that desperate?
Dang!
What happened to that swell ground game?
Looks like Ted’s been busTED.
Totally agree. Send this to me and I go through hell and high water to vote...FOR SOMEONE ELSE...not you.
These are common mailings. Received a few times in Florida by mail and email in the past.
Are you sure this isn’t just another one of Ted Cruz’s “jokes”?
If it's not real, I think it would be mail fraud. The address matches that of Ted's official campaign organization.
Ted the Hall Monitor and Snitch.
Like I said many times before, Ted Cruz got pantsed in the main hallway of High School and didn't get laid until he was 27.
“Comrade, It has come to our attention that you have not voted in Party elections during the past 5-year plan. You should know we are watching....”
That’s what the message feels like. The old Soviet Union. Big Brother reminding you he is watching.
Now that was Funny
Shame shame, you know your name!
Now get out there and vote—unless you want copies of your medical records mailed out, you dirty schweinhund.
Wow!
