I've never heard any believer refer to a second book of the Bible as "two". I've also never heard a believer refer to a verse as the whole ballgame.
I'll have to watch the video and see the context before making a conclusion.

When speaking of II Corinthians, some have been known to call it “Eleven” Corinthians.
So at least we should give the hapless Trump a break for not indulging in that particular malapropism!

I seem to remember, after making his statement about the passage, he asked the audience if he stated it right and I didn’t hear a resounding NOOOOOOOO!!!
Ergo, he didn’t claim to be a ‘know it all’ about the Bible’s chapter and verse , like some on here.

My take:
His speech writer ( or the person who helps him with his crib notes if Donald “writes his own speeches”) decided that Donald needed a verse referencing liberty while speaking at Liberty University. Note writer prints out 2 Corinthians 3:17 and Trump reads it exactly as written.
It’s just political pandering. No one should be shocked by it.

Heard it often as a child from my maternal grandfather (we found a mark in his bible after his death He celebrated the 8th complete ready of the Bible on his 80th birthday He was very religious although church was too far away so he had his own service)
His father , my great grandfather came from the same region of Germany that Trumps grandfather came from. In fact in a family picture there is a Julia Trump.
So It probably is a familial usage
