Given
Time magazine's criterion--it is not necessarily an honor; rather, it is for the person who has had the greatest impact (for better or for worse!)--I would say that it is Barack Obama.
Oh, and his impact has definitely been for the worse, as far as I am concerned.

For once I'd like to see some innocent child who is fighting cancer as the person of the year. These kids suffer, and demonstrate bravery far beyond anything I've personally ever come close to. I'm sick of seeing self-serving politicians etc. as ‘person of the year’.
For nearly ninety years, TIME has selected the most influential person of the year. From Adolf Hitler and Mahatma Gandhi to The American Soldier and The Protester, the title is given those who have--for good or ill--most influenced the news and our world in the past year.
Using that definition, I predict that Time will pick Donald Trump.

I’m not a big fan, but with what’s happening in the campaign, it should probably be Trump.
I could also go along with Putin.
Or Merkle for facilitating the huge crisis with the syrian “refugees”
