If anyone understands the use of terror to meet national goals it's the Russians. The have several hundred years of historical example they can draw from.
Remember what happened in Lebanon when a Russian diplomat was kidnapped. SPETNATZ killed every living thing in the terror group's home village including livestock. The Imam of the group's son was taken then returned in non-working order with assembly required.
The Russians got their man back alive and well.
