The weapon could be used in Putin's brutal onslaught against ISIS which was stepped up yesterday as Russian jets smashed 27 jihadi hotspots.

Moscow has launched a ruthless campaign on the terror group in a bid to wipe them out forever.

Russian airstrikes were said to have hit 71 armoured vehicles, 30 other vehicles, 19 command facilities, 2 communication centres, 23 depots with fuel and ammunition, 6 plants used to make car bombs, several artillery pieces and training camps.

Russia's bombings have weakened the morale of militants and have sent thousands on the run, according to the country's defence ministry.

ISIS is fighting Russian fighter planes. And when ISIS doesn’t have shoulder fired anti-aircraft missiles, they must think of some other more effective way to destroy those Russian fighters decimating their forces.

Those ideas must be creative, powerful, and effective. And so ISIS is reaching for the only materials they supposedly have to fashion new weaponry to mount a potent defense. This time, they are reaching for their condoms.

Burning captured pilots in cages and cutting heads of of Christians or burning them alive in churches violates international law, too.

But this is not part of the Geneva Conventions, but rather a 1980 UN agreement on use of blinding laser weapons. I am not aware that there are ANY exceptions, such as for use against non-signing parties, savages, or terrorists.

Just shut your dhimmi yap. Positive law does not apply to non-signatories. Terrorists are defined by their violation of international law. Not only are you a FUD shill, you are attempting to defend and protect vile, stinking, murderous animals.

May your precious terrorists unleash their horrors on you, and may your last moments be realizing how foul you are.

The Russians should INSURE that they blind the jihadists first and then kill them afterwards. That way the jihadists won’t know how incredibly ugly their 72 virgins are.

Because killing your enemy is so much more... you know... humane, than simply wounding him!

The article implies that it's directed at technology more than human eyeballs. And there's nothing to imply that if it is used against human beings that it permanently blinds them. And even if it does blind them permanently, is that really worse than killing them?

If they use those weapons and get away with it, those weapons will be used against others, possibly us.

Those laser blinding devices are illegal at the present time.

Russia’s adherence to international law should be of concern. If they don’t follow the law here, why would they bother sticking to their (nuclear) agreements?

That I don't recall - the hand cutting. I know 1 out of 99 were blinded in one eye. But I would not be shocked by it.

I know it sounds gruesome but the alternative was having them all killed. There were no POW camps back in the day, etc. So it is actually both a mercy and a smart what to weaken your enemy.

It sounds like a fascinating weapons system. Non-lethal but totally effective. Wonder if we have something like that? I’ll bet someone is developing glasses, goggles to protect from the effects.
