Here's a completely constitutional gun-control measure Congress should consider: Establish a robust national militia, mandating that every gun owner become a member. Failure to register with the militia should result in serious jail time.
In the obvious interest of knowing the quantity and quality of arms available to the militia's purposes, all members should be required to inventory all of their personal arms. Failure to do so should also warrant significant jail time.

And if there is no standing army (wanted), then the militia are the people, even those who selfishly allow others to take on the risk of defense of the people and the responsibility of gun ownership.

Here’s a better idea. Since almost all of these “mass” shooters are liberals, I say round up all the liberals and put them in concentration camps for public safety.

The term “regulated” applied to clocks means “accurate in keeping time”. It made sense, particularly in 18th Century armies, to have to pay a lot of attention to how well soldiers could operate in massed formations. Soldiers had to be drilled to load, aim, and fire as one unit. You do NOT want the rifle next to you to be firing (and emitting a shower of sparks) while you are pouring gunpowder into your musket. Everybody had to do every step together with no screwups.
And in any case, it’s a prefatory clause that still doesn’t change the fundamental meaning of “the right to keep and bear arms shall not be infringed.”
Here’s an alternative: the letter writer can spend ten minutes learning what the phrase “a well regulated militia” meant when it was written.
Then the letter writer can pound sand!

Well, I hate to break the news to you, but you happen to be dead wrong about that. It just so happens if you happen to be an able bodied male, a U.S. citizen or alien intending to naturalize as a U.S. citizen, and you are at least 17 years of age and less than 45 years of age, you are or were before age 45 a member of the United States reserve militia in accordance with Title 10 U.S. Code, unless you are a former regular component veterans of the armed forces who have reached the age of 64 (32 USC 313). Volunteering is unnecessary, only the ability to draw a breath, walk, talk, and so forth are required to qualify you as a member of the U.S. militia. Better yet, each state also has made most of you males a member of the state militia as well. The State of Washington for example says:
The militia of the state of Washington shall consist of all able bodied citizens of the United States and all other able bodied persons who have declared their intention to become citizens of the United States, residing within this state, who shall be more than eighteen years of age, and shall include all persons who are members of the national guard and the state guard, and said militia shall be divided into two classes, the organized militia and the unorganized militia.
So, not even being 45 years of age and older gets you out of their state militia.
