PHOENIX - A woman and two dogs were found decapitated in an apartment in Phoenix, according to the Phoenix Police Department, and a man, with a severed arm at the elbow, was taken into custody.

Officials said a friend of the resident of the apartment was checking on his friend. The friend knocked on the door, which was answered by a 43-year-old man who officials said had an eye that was removed and a severed left arm at the elbow.
