BISMARCK, N.D. (Mar. 29, 2015) Last week, Gov. Jack Dalrymple signed a bill into law authorizing the farming, production, and sale of industrial hemp in the state, effectively nullifying the federal prohibition on the same.
Introduced by Reps. David Monson (R-10) and Alan Fehr (R-36) along with Sen. Tom Campbell (R-19), House Bill 1436 (HB1436) passed 87-5 in the House last month. A 46-1 vote in the Senate this month sent the bill to Dalrymples desk for a signature.
HB1436 not only sets up the framework to effectuate a commercial hemp farming program in the state, it expressly rejects any need for federal approval before growing hemp in the state. It reads, in part: A license required by this section is not conditioned on or subject to review or approval by the United States drug enforcement agency.
Passage into law ensures that North Dakota will join join five other states Colorado, Oregon, South Carolina, Tennessee and Vermont that have already passed similar measures.

Will banks dare give the farmers accounts and credit?
No FedMob farming subsidies either. That’s fine with me.
WOW...the bill passed w/ margins of 87-5 & 46-1? I know it’s only industrial hemp, but this is excellent news. Thanks for the post.
The Feds CAN go pound sand...& something else that I would prefer not to say on a family website such as FR.
Good old “ditch weed”
Are there even places in N.D. where weed would grow outdoors or will these growing operations need to be in indoor farms??
Hemp probably grows fine in ND. However if hemp farming becomes common hemp pollen will be everywhere and it is going to be just about impossible to grow good marijuana outdoors.
Now they just need to eliminate the licensing...
George Washington was a huge proponent of growing hemp for its many uses.
My definition of a perfect fiber/industrial plant would be Hemp (with no THC) crossed with Kudzu.
Kemp?
Yeah, nothing grows in NDak, it is a state bereft of agriculture. Even weeds won't grow.
We need to be doing this in GA. Hemp will grow in the worst soil where other crops won’t. Its a weed.
I understand.
It could also have a negative effect on the weed that is grown for marijuana, so I wonder (1) if this could cause the growers of pot to grow indoors & (2) if the Drug Warriors might use legal hemp as a way to weaken the stoner weed & make the job of the stoner weed growers more difficult, & that’s why the vote in favor was as lop-sided as it was, possibly?. Just curious.
But regardless of whether or not this might cause stoner weed growers to take more precautions to protect their high-THC crops, this is still a positive sign: not only for all marijuana growers (of both stoner & ditch weed), but also for the 10th Amendment....& THAT is something that I really love about this entire story. Watching the States tell the Feds to butt-out is an awesome but rare event.
I thought that ND would be a great place to grow hemp. The growing season may be shorter than it is down south, but the day-length is much longer during the summer.
Think about the size of tomatoes & other veggies that you get from AK, for example. That occurs due to the day length that far north. I know ND isn’t as far north as AK is, but still, it is a fairly long one when compared to the rest of the lower 48.
I thought hemp/marijuana could be considered to kudzu in terms of how quickly it spreads. I know that anti-marijuana growing operations by the DEA & local police have their work cut out for them, LOL.
OUTGROW the police! :-)
Are you sure about that? I thought ND is one of the leading States for barley growing & other crops. The Missouri & other Rivers provide plenty of H2O for growing.
Good to see Republicans leading the way on this...
If not, that creates an opportunity for a number of cash flush private lenders to fill the void!
Sarcasm, ND Red River Valley has the best soil in the world. One of its World’s Fair exhibits was 3X3 25 feet high. Hemp will grow there fine, there’s plenty of volunteer ditch weed.
