As I understand it, New York and Pennsylvania and the U.S. Congress would all have to approve a change in state boundaries.
Somehow I get the feeling that Cuomo and New York would never approve this.

Career politics has degenerated into simply staying in office in order to live a sumptuous lifestyle. At best, it’s an oligarchy. And the oligarchs will never allow freedom seeking subjects to secede. Not in New York. Not in Kalifornistan. Not anywhere in the US. It would upset the socialist order (of those states).

Today , Gov. Cuomo was on the radio advertizing New York State as Snow Trail Country; larger and more trails than all the trails of NH/Vt/Mass/Conn/Me.
His recent inauguration as Governor was held downstate, in New York City, the land of Sheldon Silver .
He has ignored problems of almost all of upstate New York, except at re-election time.
Such behavior has consequences , including secession and looking into joining Pennsylvania ; similarly, Long Island is looking into secession from NYS as well.
That should give you an idea of what the rest of the State thinks of Cuomo;
if GOPe (NJ) Christy had given Republican Asterino money from Republican coffers for the recent election,
New York State would probably have had a new Governor .
