To: E. Pluribus Unum

As I understand it, New York and Pennsylvania and the U.S. Congress would all have to approve a change in state boundaries.

Somehow I get the feeling that Cuomo and New York would never approve this.

What you describe are the Constitutional requirements for forming a new state, and not for joining another state.
