I presume once the EPA has gone through the comment and review period and instituted the regulations, it will be very difficult (and time-consuming) for a subsequent administration to reverse course.
In addition to using the required review and comment period, environmental groups could initiate lengthy law suits to delay (or stop) the overturning the regulations.
Am I correct?

It's funny but for years the annual battle cry of politicians was American "energy independence".
Now that we're energy independent the politicians want to stop it.

From the USEIA, in 2013...
We imported 9.9 million barrels per day of crude oil and refined petroleum products.
We exported 3.6 million barrels per day.
Net imports were 6.2 million.
We consumed about 18.5 million barrels per day.
Petroleum imports are (were) roughly 33% of our consumption.
