At least five people are reported killed after an explosion in Lugansk administration building. The blast came as Kiev deployed fighter jets to the city in eastern Ukraine. This and heavy gunfire on the ground caused panic among civilians.
The death toll was first reported by RIA Novosti; later it was confirmed by local self-defense forces, who said the blast was caused by the army's fighter jets striking the building.
“Ukraine’s air force struck Lugansk downtown at 16.00 pm. Military aircraft made a targeted strike, deploying cluster bombs. The administration building is partially destroyed,” the government of the self-proclaimed Lugansk People’s Republic (LNR) said.
Many wounded were trapped inside the administration headquarters, which caught on fire. About six ambulance vehicles have arrived at the site. The death toll may rise.
Those killed - three women and two men - are all civilians, witnesses told RT. One of them was the LNR’s health minister, Natalia Arkhipova. During the air-strike, she was talking to another woman on the administration building’s steps, the self-proclaimed republic’s premier, Vasiliy Nikitin, said.
Large blood stains inside the HQ could be seen on live-streaming video from the area, with pieces of glass and stones also visible on the floor. The camera operator was choking with smoke. On the outside, many windows are shattered, shell fragments covering the nearby area and dark plumes of smoke are coming from the fourth floor.

The RT article says "Cluster Bomb". It wasn't, but it was clearly hit by at least two missiles. There is a video floating around of one of the missile passing through a tree. This is probably why it didn't hit the floor where the Lugansk Rebel group was meeting, but impacted on the outside of the floor below.
The guest commentator on RT said that this is a test for Russia, that they “must react to.”

Russia’s statement:
Russia on Monday condemned the Kiev authorities’ air raid on the eastern Ukrainian city of Lugansk.
“On June 2, the Kiev authorities committed another crime against their own people. As a result of a bombardment by the Ukrainian Armed Forces aviation of the building of the Lugansk Region State Administration, Ukrainian civilians were killed,” the Russian Foreign Ministry said in a statement on Monday.
“What happened shows the Kiev authorities’ blatant unwillingness to follow the path of seeking nationwide accord in the country,” the ministry said.
“Once again, Kiev has grossly violated the deals agreed in the Geneva statement of April 17 and developed in the roadmap of the OSCE Swiss presidency,” it said.

About the only firm conclusions to be made here are, people were injured, some killed, and that it will take time to figure out what actually took place here.
They are trying to take back their country from the Russians, and there are always collateral damage in war.

From all I've seen this was a Kiev attack....deliberate or not remains to me seen but they are clearly trying to dodge the obvious IMO. There's a lot of video now of where the cluster bomb hit the grounds creating various holes etc. Also witnesses stepping forward who were there.
I also saw from inside the building and clearly this did not happen from within the building by how the damage was seen and evaluated by the firemen and journalists etc.
Bottom line is, and cannot be denied...Kiev Army continues to bomb the East...and that directive comes directly from the Us/Nato and Keiv Government. Keiv actually has no choice......no money from IMF and other sources without following those directives.
Further the US and NAto don't care what "collateral" damage occurs, nor the political fallout for the new Presidency....they are after the resources as follows:

Have you seen the visuals of the jet dropping it’s hardware on the site yet? From the videos I’ve seen it’s apparent they fired...but was it dilberate or not is the question...fog of war once again.

That was happening before the HQ’ts were hit..
It is pretty clear these weren’t “Cluster Bombs”, the pics would show a lot more damage than they do. But, they are some sort of air launched missile. They likely weren’t dumb bombs, either. It seems too accurate for that. Laser guided?
The videos now all over the place are pretty clear about what happened. If it was an attempt to decapitate the Luhansk Rebel Leadership, it sounds like it failed, and now Kiev is trying to deflect the blame for it.
I’m noting how Russian Mainstream Media is covering this, and they are showing the most graphic and bloody of the pics and video.
That looks like another vid of the fight near the Border Patrol HQ. It sounds as if it is/was a pretty big battle.
RT now tweeting that at least 10 have died in the Admin Building attack.
