From all I've seen this was a Kiev attack....deliberate or not remains to me seen but they are clearly trying to dodge the obvious IMO. There's a lot of video now of where the cluster bomb hit the grounds creating various holes etc. Also witnesses stepping forward who were there.
I also saw from inside the building and clearly this did not happen from within the building by how the damage was seen and evaluated by the firemen and journalists etc.
Bottom line is, and cannot be denied...Kiev Army continues to bomb the East...and that directive comes directly from the Us/Nato and Keiv Government. Keiv actually has no choice......no money from IMF and other sources without following those directives.
Further the US and NAto don't care what "collateral" damage occurs, nor the political fallout for the new Presidency....they are after the resources as follows:

It is pretty clear these weren’t “Cluster Bombs”, the pics would show a lot more damage than they do. But, they are some sort of air launched missile. They likely weren’t dumb bombs, either. It seems too accurate for that. Laser guided?
The videos now all over the place are pretty clear about what happened. If it was an attempt to decapitate the Luhansk Rebel Leadership, it sounds like it failed, and now Kiev is trying to deflect the blame for it.
I’m noting how Russian Mainstream Media is covering this, and they are showing the most graphic and bloody of the pics and video.
