Was Obama Stoned for NBC Olympics Interview?

I just watched President Obama's taped interview with Bob Costas on NBC. He looked stoned.
I'm not the only one who has that impression after seeing his droopy eyelids, bloodshot eyes and droopy mouth. Twitter lit up with comments about Obama's stoned appearance.

He’s had a pretty darn good plastic surgeon, by the looks of the nose and upper lip. At his current age, that nose int he photo would be even larger, BUT IT IS NOT!

From viewing this, and other photographs posted on this thread I’d say the President of the United States of America is most definitely messed up, but then I think we all knew that.

If Slow Joe ever wanted to be President, this is it. And, they have the audacity to prosecute missileteers when the jackass with his thumb on the nuclear trigger is stoned. They were, at least, keeping him from doing harm.
If he is stoned, there should be evidence in his blood. Is there not some federal requirement for drug testing of federal personnel in positions of responsibility?
