If the administration doesn't have bloated contracts with huge cost over-runs where do the critics think the money for kickbacks will come from?

We know that his campaign web designer did a lot of the Obamacare web design with her new company up in Michigan.
Also, I believe the confirmed cost numbers are over $600 million, which I’m sure makes it the most expensive web site launch—probably by an order of magnitude—in history.
And still, nobody can give a good explanation for why we had to nationalize so much of the healthcare insurance sales business. Subsidies, new policy requirements, and Medicaid steering could have been accomplished—however distasteful the idea of them at all—in the existing private sector system.

But the question still remains ... where did the money go .... and what was it really used for?
