The fences/barricades were not wired shut when I was here on Tuesday.

I think you’ve got a good read on this. Obama wants to stick it to the Greatest Generation and their families. He deeply resents these vets and what they accomplished.
It probably is a trap, but this country is worth doing a bit of jail time for.

Look at the Bonus Army fiasco. If they had no problem bayonetting some, and setting fire to their shacks, and going through on horseback, doing all that to still young and able men, and some women and children, then they’d have no problem doing it to old men that can’t run anymore.
Doesn’t it cost more to employ workers to erect and then to come back and erect and WIRE barricades together than it would cost to...let people visit?
