Actually, the tactic of placing large numbers of incongruous settlers in established communities was a Stalinist tactic, employed after World War II, in the States where there had been continued resistance to Communism, such as the Ukraine & Baltic States, where he moved in large numbers of ethnic Russians. This makes it more difficult for the natives to organize any form of resistance to the intended tyranny. (No one is sure whom they can work with, for one obvious result.)

The infiltration tactic is due to the Frankfurt School and its disciples. Modern political correctness (cultural Marxism) is their brainchild. They hijacked the Democratic party in the 1960's, so that the Democratic leadership sounded less like Harry Truman and more like Abbie Hoffman with each year.
However, they have also made inroads with the Republican party. I've noticed a troubling tendency among the GOP leadership in recent years to cry "racism" as loudly as any liberal, and to embrace their own form of multiculturalism (i.e. open borders, amnesty) and affirmative action.

Doesn’t really matter. The “infiltration” of the Republican party happened many decades ago. The Reagan era was largely an aberration and was mostly undone by Bush the Senior (one of the long ago infiltrators, rhymes with traitor).
Most Dreamers are below average students. Once they become legal they get into the Ivy League at 10 times the rate of a white with the same scores.
