Actually, the tactic of placing large numbers of incongruous settlers in established communities was a Stalinist tactic, employed after World War II, in the States where there had been continued resistance to Communism, such as the Ukraine & Baltic States, where he moved in large numbers of ethnic Russians. This makes it more difficult for the natives to organize any form of resistance to the intended tyranny. (No one is sure whom they can work with, for one obvious result.)

Different aims, different techniques. The flooding of the country with illegals is an example of the Stalinist technique you cite. Subverting an organization is a bit different in my view. Let’s just say they’re both Soviet techniques.
