Setting aside the DNR raid, that Illinois family is responsible for the death of the fawn. The doe DID NOT ABANDON her baby. The family interfered with nature when they should have left well enough alone.

They were not “feds”. I was mistaken at first, too. They were Wisconsin Dept of Natural Resources agents. I withdraw my opinions in this matter simply because I respect states rights.
I've lived in Wisconsin all my life and for as long as I can remember, it has been a State law that the general public can not house a wild species unless they hold a valid "Game Farm" license. I can hear all the objections already about money grubbing and so on but the real reason to regulate is to control the spread of diseases among wild animals.
For instance you find an adult raccoon under your porch and it looks sickly. Do you try to catch it in a box and maybe nurse it back to health? Chances are very good that it has rabies which is currently spreading through small to medium sized mammals in SE Wisconsin.
The Wisconsin Deer population is larger than ever before in history. There are city/suburban areas where Deer have moved right in and browse on your decorative shrubs. That is a nuisance factor, more importantly over the last five or so years a neurological disease similar to "Mad Cow" which is called "Wasting Disease" has infected portions of the herd and the DNR is attempting to contain the infection and prevent a explosive spread through the entire population.
So take the case of "Giggles", abandoned by her mother? Maybe her mother died of Wasting Disease leaving Giggles alone and infected as well. You find her and deliver her to a soft hearted soul who takes in the orphan and thereby infects every animal in her barn.
FYI Wasting Disease can spread to humans just like Mad Cow by eating tainted meet. If WD contaminates a large part of the Wisconsin deer population it will be a ecological and a monitary disaster. The annual Deer hunt brings in hundreds of millions to the State economy every fall. If the disease gets wide spread the only solution may be to slaughter the entire herd to stop its spread and it would certainly take decades to build the Deer population back up to self sustaining levels.
Lots of people who don't know the situation feel free to pontificate about the ham handed DNR. I will go out on a limb and say they are doing the best that they can to manage our wildlife population while allowing free access to the public at large.
