The people of Tangipahoa Parish knew Hurricane Isaac was on its way and knew that the dam could break.
Why did they not evacuate before the storm?

Just going to throw this out there— did they know the dam might fail? I'm not being contrarian or arguing for the sake thereof, just wondering if they actually knew. 'They' can be both the "authorities" and the people they're supposed to notify.

Where are the school busses to evacuate these people?

Jindal's sending them from LA because MS didn't have them ready. Go figure.

I just can’t understand why these folks, the people in La Place and the folks down in Plaquemines Parish did not elect to evacuate when they were warned about this storm for days.

BATON ROUGE — In the wake of Isaac, Mississippi officials have begun a “controlled release” of water from a lake just north of the Louisiana border to prevent the collapse of a dam on the Tangipahoa River that would cause massive flooding in Tangipahoa Parish. The release began a short time before 2:30 p.m., said Christina Stephens, spokeswoman for the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness.

Vitter Demands Corps to Provide Immediate Assistance for Flooding in Tangipahoa Area

(Metairie, La.) – U.S. Sen. David Vitter today urged the U.S. Army Corps of Engineers to provide immediate technical assistance to Mississippi and other food protection or water district authorities to relieve water pressure on the dam located on Lake Tangipahoa at the Percy Quinn State Park near McComb, Mississippi. The breach is causing severe flooding in Tangipahoa parish.

I am formally requesting the U.S Army Corps of Engineers to provide immediate technical assistance to the State of Mississippi and any other relevant flood protection or water district authorities in an effort to relieve water pressure on the dam located on Lake Tangipahoa at the Percy Quinn State Park near McComb, Mississippi.

It is imperative that all viable methods of relieving water pressure be understood and utilized as expeditiously as possible to prevent flooding of communities in Louisiana and Mississippi.

Geez ... that “Lake Tangipahoa” dam in the Mississippi State Park named after Percy (Edwards) Quin (a US Conresscritter) is “a dirt dam erected with wheel barrows and shovels” built by the CCC (Civilian Conservation Corp) has a dubious history.

In 1942, a couple years after completion it ‘broke’ and had to be rebuilt (after it remained dry for 3 intervening years!) ... an article in the 1942 National Geographic documents this:

You are correct it is not a huge lake. The population below the lake and park is scattered and rural. I used to go to the park and lake when I worked in the McComb area many years ago.
The Tangi River is basically an stream but with all of this rain who knows what it looks like now.

When I-55 passes over the Tangi River it is basically just a minor over pass typically like a bridge found on any Interstate passing over a creak or a small stream - there is no major structure just a typical over pass at the same elevation as the rest of the interstate. It is hard to see the actual river during normal times.
