A little clarification needed. A CC holder has already past an extensive background check and is kept up with in the LE data base. Any infraction and the CC permit is withdrawn. So, a CC holder has a standing an on going background check and you don't have to wait for it, it's been done and it's current, when making a purchase.

I AGREE with you, right to carry would not NECESSARILY have stopped that attack, and even having armed persons is no guarantee. But I DO think that if a few of those types started getting popped at the beginning of their sprees it would have a chilling effect on the whole spree killing genre.

Just as getting mobbed and stomped by airline passengers has had a chilling effect on hijacking.
