Puppies paired with panhandlers in S.F. to curb homelessness

A new program in San Francisco will pair carefully selected dogs from shelters with panhandlers in an effort to steer the latter away from asking for money on the streets and keep the animals from being euthanized.
The temporary guardians (the words "pet" and "owner" are frowned upon in San Francisco) will receive weekly stipends of $50 to $75 and must agree to jettison their cardboard signs in the pilot project believed to be the first of its kind in the country.
The program, scheduled to start in August, is called WOOF, short for Wonderful Opportunities for Occupants and Fidos. The animals will eventually be placed in permanent homes.
"I can't make panhandling go away," said Bevan Dufty, one of the plan's architects. "But I can make a better offer."

The dogs are given to PANHANDLERS, not “ordinary unemployed” people. These are chronic beggars, mostly homeless, they can’t even take care of themselves, much less dogs. The don’t want the dogs, they just want the money and will probably starve the dogs.

They can take the $75 weekly stipend and use it to take a taxi ride to a different place to panhandle. The city is paying pan handlers to leave the city and set up shop in the next town over.

I doubt it. But what they most definitely WILL do is use the poor dog as nothing more than a beggar’s prop, just like a throwaway cardboard sign, a styrofoam cup, a three day old beard, a greasy dirty tee shirt...
How do I know? Because they ALREADY DO IT! The panhandlers have been using dogs (and cats) as props for YEARS — predating this stupid idea by a LONG time.
The people who dream up this sh!t are stupid and naive beyond belief. Beyond “Chode stupid”, even. :-)

If it keeps the dogs from being euthanized and gives the homeless a purpose then have at it. Who knows it may keep the homeless from being euthanized.

For some bizarre reason, you seem to believe they would provide better treatment to animals.

It is our fire department’s policy to transport anyone who is drunk to our sobering center; if they are too drunk to walk they go to a local hospital. Needless to say this results in millions of dollars in unpaid ambulance and hospital bills every year. So what are they going to do with the dogs when they transport the drunks?
