The dogs are given to PANHANDLERS, not “ordinary unemployed” people. These are chronic beggars, mostly homeless, they can’t even take care of themselves, much less dogs. The don’t want the dogs, they just want the money and will probably starve the dogs.
They actually learned something from Florida. Now they have the Terry Schiavo answer to their pound problem.
