Oregons Democratic Governor John Kitzhaber has said he will allow no further executions in the state while he is in office.
Mr Kitzhaber said he was stopping the death penalty as he considered it to be morally wrong.
The move will be a blow to the US system of capital punishment.
The move effectively halted the scheduled execution of convicted killer Gary Haugen, who had waived his appeals and was scheduled to die by lethal injection on Dec 6.
It is time for Oregon to consider a different approach, Mr Kitzhaber said in a statement. I refuse to be a part of this compromised and inequitable system any longer; and I will not allow further executions while I am governor.
Oregon has carried out two executions in the last 49 years, both during Mr Kitzhabers first administration as governor, the statement said.

Sorry Limies- its called a federal system. What happens in Oregon affects Oregon.
The way around this is to change the law so that the governor can only interfere with the process, or commute or pardon sentences *only* on the recommendation of the state parole board.
This eliminates the “single person weak point” in the process. Some other states have done this and it has been effective against state-level interference.

However your point is true- there is no confidence that Oregon has a fair justice system.
The banning of executions is an acknowledgement of a state’s barbarity (and a political ploy to appeal to the miseducated mob).

If a mayor cuts an after school basketball program , the reporter is out there interviewing the victim for the human impact, etc., etc. So here’s a story with great emotional impact on the families of the victims of everybody on death row, and all the human impact documented is the angst of the conscientious objector. I hope the body politic in Oregon has the will and integrity to force this over-rider to meet individually with each of the victims’ families to explain why his fine moral sensibilities are of greater consequence than their own.

Easy answer: Portland, Eugene, and Multnomah County.
That’s where the bulk of the voters live. I used to live in Portland, and it was no secret that in order to win Oregon, you had to win Portland and Multnomah County (and Eugene, though to a lesser extent).
It’s population dynamics. In Washington, if you win Seattle and King County, you pretty much win the state.

That said, this article is idiotic! They probably don't quite understand the independence of the States here. You have one of the most liberal states ending, for the moment, Capital Punishment, and this is a blow to the whole "capital punishment system"? A state that excutes, on average, 4 people per century? Please. The day that Florida and Texas stop putting folks to sleep, then you can call me.
