CALL YOUR CONGRESSMEN. Ask them to explain to you, where, exactly in the Constitution is the President authorized to shut down all TV & Radio broadcasts nationwide, for ANY reason. Then inform them that the Barack Hussein Obama Regime can be trusted least of all men who have lived in the White House, with such UNCONSTITUTIONAL POWERS! Then insist that they sponsor legislation to revoke this UNCONSTITUTIONAL POWER!

This scale of test has never been done before per DHS and FEMA. The FEMA memo even indicates their not sure if the ‘test’ message will appear on some stations.
Again, I see no logical reason for them to be conducting this rudimentary level of test at the height of the work day. This rudimentary test should have happened overnight to get the ‘bugs out.’ Once completed at that level...then roll out with a daytime test.

The Conelrad System was implemented by President Truman in 1951 and became the Emergency Broadcast System sometime in the early 60's.
I don't think I'll get out the tinfoil. I've seen these tests since I was a child in the Cold War. They have now expanded it for local emergencies like severe weather.

False alarm of 1971 Despite these safeguards, the system was inadvertently activated at 9:33 AM EST on February 20, 1971. Teletype operator W. S. Eberhardt accidentally "played the wrong tape" during a test of the system.[3] As a result, an EBS activation message authenticated with the codeword "hatefulness" was sent through the entire system, ordering stations to cease regular programming and broadcast the alert of a national emergency. A cancellation message was sent at 9:59 AM EST; however, it used the same codeword again. A cancellation message with the correct codeword, "impish," was not sent until 10:13 AM EST.[4] This false alarm demonstrated major flaws in the EBS. Many stations had not received the alert, but more importantly, the vast majority of those that did ignored it, or did not know what to do during an emergency.[5] While several stations went off the air, the one best remembered was WSNS-TV (Ch 44) in Chicago, which broadcast the 1971 events as they happened, a recording of which has become available from WOWO.
I still believe there was another nationwide test somewhere between 1958 and 1963. That would probably have been CONELRAD. EBS was the 19761 "false alarm." So it is technically true that the EAS system has never been tested ona nationwide system however it is basically the same as CONELRAD and EBS.

Yes, I recall several Indian test patterns popping up on tv stations in the 1950`s as a kid during the Cold War.
