While the test is only going to be TEMPORARY, I DO NOT TRUST THE FEDERAL GOVERNMENT WITH THIS POWER, NOR SHOULD ANY AMERICAN!

No one man should have the ability to shut down ALL RADIO & TV broadcasting. If this were to be done when the Obama Regime actually intended to carry out certain plans to further consolidate and usurp power, rather than a 'test,' it would constitute the grossest violation of the Constitution in American history. It would mark the beginning of a real-live dictatorship here on American soil. It's disturbing enough that ANY President would take such powers. But for the Barack Hussein Obama Regime, while his 'useful idiots' are massing all around the nation, it's a clear shot across the bow.

CALL YOUR CONGRESSMEN. Ask them to explain to you, where, exactly in the Constitution is the President authorized to shut down all TV & Radio broadcasts nationwide, for ANY reason. Then inform them that the Barack Hussein Obama Regime can be trusted least of all men who have lived in the White House, with such UNCONSTITUTIONAL POWERS! Then insist that they sponsor legislation to revoke this UNCONSTITUTIONAL POWER!

Fictional treatments of CONELRAD are found in the novel Alas, Babylon by Pat Frank, the 1962 movie Panic in Year Zero,
the 1955 "Medic" TV episode entitled "Flash of Darkness", the 1961 Twilight Zone episode "The Shelter,",
as well as the CBS television network's 1958 dramatized documentary A Day Called 'X'.
The movie The Omega Man (1971) contains an anachronistic depiction of a CONELRAD transmission during a biological warfare attack
("CONELRAD channel! This is a Class 1 emergency! Stay in your homes!")
- the attack is shown as taking place in 1975, 12 years after CONELRAD was discontinued.
The 1954 TV film Atomic Attack! references tuning the dial to AM 640 or 1240.

Sure emergencies happen at all times of the day/night. And I've been around a long time too. Most initial tests of such nature are normally conducted ‘off hours.’

This scale of test has never been done before per DHS and FEMA. The FEMA memo even indicates their not sure if the ‘test’ message will appear on some stations.

Again, I see no logical reason for them to be conducting this rudimentary level of test at the height of the work day. This rudimentary test should have happened overnight to get the ‘bugs out.’ Once completed at that level...then roll out with a daytime test.

I don’t know but it wouldn’t surprise me much if the Birchers got this same paranoia when Truman originally instituted the system. If this illustrates the mindset of the The Maine Tea Party, they appear to be equally psycho.

Conelrad tests are nothing new. Same thing.

The Conelrad System was implemented by President Truman in 1951 and became the Emergency Broadcast System sometime in the early 60's.

I don't think I'll get out the tinfoil. I've seen these tests since I was a child in the Cold War. They have now expanded it for local emergencies like severe weather.

..but, speaking of tin foil, or aluminum foil, I don’t think everyone who believes the Federal Leviathan has exceeded every single limited and defined power as enumerated in the Constitution, is wearing a cone on their head made of whatever foil one wishes.

Here's another excerpt. Note there is a difference between CONELRAD, EBS and EAS.

False alarm of 1971 Despite these safeguards, the system was inadvertently activated at 9:33 AM EST on February 20, 1971. Teletype operator W. S. Eberhardt accidentally "played the wrong tape" during a test of the system.[3] As a result, an EBS activation message authenticated with the codeword "hatefulness" was sent through the entire system, ordering stations to cease regular programming and broadcast the alert of a national emergency. A cancellation message was sent at 9:59 AM EST; however, it used the same codeword again. A cancellation message with the correct codeword, "impish," was not sent until 10:13 AM EST.[4] This false alarm demonstrated major flaws in the EBS. Many stations had not received the alert, but more importantly, the vast majority of those that did ignored it, or did not know what to do during an emergency.[5] While several stations went off the air, the one best remembered was WSNS-TV (Ch 44) in Chicago, which broadcast the 1971 events as they happened, a recording of which has become available from WOWO.

I still believe there was another nationwide test somewhere between 1958 and 1963. That would probably have been CONELRAD. EBS was the 19761 "false alarm." So it is technically true that the EAS system has never been tested ona nationwide system however it is basically the same as CONELRAD and EBS.

Commerce clause should do. Its an emergency test crossing state lines, not that it needs to to meet the requirements [none] of the commerce clause.

Yes, I recall several Indian test patterns popping up on tv stations in the 1950`s as a kid during the Cold War.
