Incoherence would be totally out of character for Joe. When did you observe this? I know he’s been pointing out that murders and rapes will rise unless Ondigo’s job bill is passed. But that’s just a sensible position.
Joe loves the sound of his own voice. He doesn’t care what comes out of his mouth. He is a total nut. He and BO degrade the offices they hold with the crassness of their language.
This is why he chose him -- the best insurance policy. Plus Biden's idiocy/insanity often serves as a convenient distraction for the MSM when Obama needs one.
Rumor is they are cutting him out, and bringing on Hillary as VP. He has gotten the word, and it is driving him stark raving crazy. Just a rumor though.

If any... I mean ANY... Republican had said the kind of stuff that Biden has said in not just the last 3 years, but over the course of his career, the media would have hounded him out of office in a matter of days.

Mark Levin was all over this, had the reporter on his show, played the tape...Biden said , “ Don’t mess with me.” and looked like he was going to slap the reporter, who asked Biden if he thought it appropriate to threaten the US public with rape and murder if the jobs bill is not passed.
Joe is used to responding only to talking point questions and got all pished off...his staffers hustled him out of there.Joe looked just like a fascist....wild eyes and all, waving his finger and almost poking the reporter in the chest....in short Biden lost it.
