DES MOINES, WA -- In November police officers tased, then shot and killed a 120-pound Newfoundland named Rosie.
The shooting sparked both a community vigil for the dog and an independent review of the officers' actions.
Although initiall reports were that the dog was acting aggressively when she escaped from her fenced yard and was spotted roaming neighborhood streets, video taken from the patrol car dash-cams may cast the shooting in a different light.

The videos, released by Des Moines Police show the dog being tazed by an officer, then running away. In another video you hear an officer fire his gun, presumably hitting the dog, then another officer saying "Nice".

Clearly determined to blame the victim and to find any excuse to justify the killing. The concept of reasonable punishment is wasted here. The fine for a dog running loose is probably $20 bucks, not a hail of bullets. If a cop shoots a jaywalker, he probably deserved it, right? That’ll teach these yokels to cross with the light...
A Newfie would be one of the last breeds to act aggressive. This cop must’ve gotten the same SOP as the one who tased, then shot the chihuahua some months ago.
And what about the pets the cops have shot in their owners own yard, or in the owners home? I can tell you this, I’m sorry you’re breathing my dogs air.
The police report states it as a M-4, which is 5.56 NATO.
WTH??? Don’t communities capture loose dogs anymore.. instead they just call cops to come shoot them dead? What’s the evidence the dog was being “aggressive?”
True, uppers are available in a wide range of calibers. But, we are talking about a LEO misusing an AR-15, so it was a very high probability that it was a .223.
Anything bigger, and Ossifer Jack Boots looks even less competent. Assuming that is actually possible, that is.

You really need to contact the warden of your state prison. Escape proof pens. Sounds like a winner. Oh, can you post the video or audio of the owners refusing to provide an escape proof pen? Evidence my dear man, evidence.

By the way I understand the policy but down here the wardens use a little common sense.

Simple question: Why did the police not call Amimal Control? That would have taken care of the problem.
I think it was excessive and un-necessary force. The actions of the animal did not warrant that. It warranted animal control, not a shoot-out at the OK Corral.
They use common sense here too. Usually, even though they don’t have to, they give the dog owner one warning about it.
We have a Newfie too. And I agree. It is the least aggressive dog I have ever owned.
It is hard to imagine what could provoke him to be aggressive. Just wouldn’t happen.
Vermont law doesn't allow game wardens to kill any "loose dog they find". Now you're either telling tall tales (which I suspect is the case) or you like your law enforcement officers to operate outside the law.
When was Des Moines ever beautiful? Its depressing and overrun with Somalis, lowlifes and streetwalkers (along 99).

Vermont Statutes TITLE TEN. Conservation and Development. CHAPTER 113. Game. SUBCHAPTER 2. Deer
§ 4748 Dogs pursuing deer or moose
(a) A dog that has been found to hunt or pursue deer or moose and whose owner or keeper has had notice to that effect shall not run at large unaccompanied by the owner or keeper.
(b) A state game warden, deputy warden, sheriff, deputy sheriff, constable, police officer or state police may kill by shooting with firearms, dogs, whether licensed or unlicensed, when in such close pursuit as to endanger the life of a deer or moose or found in the act of wounding, maiming or killing deer or moose. Provisions of this section shall be subject to limitations set forth in section 4710 of this title. A warden or other person authorized under this subsection who does not kill a dog under the provisions of this subsection shall if possible, locate the owner or keeper of the dog and shall issue a warning that the dog was in violation of this section and each future violation shall result in the owner or keeper being fined not more than $200.00 nor less than $50.00.
(c) When a licensed dog is killed pursuant to subsection (b) above, the game warden, deputy game warden, sheriff, deputy sheriff, constable, police officer or state police shall forthwith report the same to the owner of said licensed dog.
(d) No person shall have a cause of action against any of the designated wardens, sheriff, deputy sheriff, constable, police officer or state police exercising the authority herein granted.

All loose dogs are generally deemed to chase deer or moose.Sorry to rain on our parade.
I hope the Newfie's owner compensated you for buying new clothes. Their slobber is more effective at coloring things white than any paint carried at Home Depot.
But we enjoyed every slobber they laid on us. Tremendously affectionate, intelligent family members.
