Rahm Emanuel, President Barack Obama's chief of staff, is likely to leave the White House before the November congressional elections to run for mayor of Chicago, people familiar with the matter said.

Emanuel, who would be running to replace Chicago Mayor Richard M. Daley, could depart by early October, after Congress leaves for recess to campaign for the midterm elections, the people said on condition of anonymity. One person close to Emanuel said a final decision hasn't been made.

The timing of Emanuel's departure would allow him to devote full attention to the Chicago race while still giving the president time to choose his replacement as the chief gate- keeper for the Oval Office.

Among those being considered to fill the chief-of-staff post are Ron Klain, Vice President Joseph Biden's chief of staff; Thomas Donilon, U.S. deputy national security adviser; and White House Counsel Robert Bauer, people familiar with the situation said.

We want Obama to go into a bunker mentality. Surrounded by yes men and sycophants chosen only for their personal loyalty and not for their competence. Clinton cleared his staff after 1994. But he brought in people who might not have been true believers, or even liked him personally. However they were all very good at manipulating public opinion and getting bills through a hostile congress.

Carter surrounded himself with sycophants. And there was nobody to stop him from making a fool of himself, or tell him unpleasant news. The magnitude of the drubbing he took at the hands of Reagan in 1980 came as a complete surprise. They expected a close election and campaigned accordingly. And ended up with a 498-49 electoral blowout.

Not at all. Big Al Capone's organization ran at a profit, even during the depression. Everybody got the goods and services that they wanted. He was certainly no fan of the IRS. Free market capitalism was encouraged. He made St. Valentines day something to remember way before Hallmark or DeBeers go into the game. And the only people that got hurt were the insiders.

Here in Chicago we have been so beaten down that we no longer even dream about honest government. We would just like to have some more competent crooks for a change.
