HONOLULU (AP) - Birthers beware: Hawaii may start ignoring your repeated requests for proof that President Barack Obama was born here.

As the state continues to receive e-mails seeking Obama's birth certificate, the state House Judiciary Committee heard a bill Tuesday permitting government officials to ignore people who won't give up.

"Sometimes we may be dealing with a cohort of people who believe lack of evidence is evidence of a conspiracy," said Lorrin Kim, chief of the Hawaii Department of Health's Office of Planning, Policy and Program Development.

So-called "birthers" claim Obama is ineligible to be president because, they argue, he was actually born outside the United States, and therefore doesn't meet a constitutional requirement for being president.

Hawaii Health Director Dr. Chiyome Fukino issued statements last year and in October 2008 saying that she's seen vital records that prove Obama is a natural-born American citizen.

But the state still gets between 10 and 20 e-mails seeking verification of Obama's birth each week, most of them from outside Hawaii, Kim said Tuesday.

A few of these requesters continue to pepper the Health Department with the same letters seeking the same information, even after they're told state law bars release of a certified birth certificate to anyone who does not have a tangible interest. Responding wastes time and money, Kim said.

Both Fukino and the state registrar of vital statistics have verified that the Health Department holds Obama's original birth certificate.

The issue coincides with Sunshine Week, when news organizations promote open government and freedom of information.

"Do we really want to be known internationally as the Legislature that blocked any inquiries into where President Obama was born?" asked Rep. Cynthia Thielen, R-Kaneohe-Kailua. "When people want to get more information, the way to fuel that fire is to say, 'We're now going to draw down a veil of secrecy.'"

Nobody at the hearing questioned the fact that the president was born in Hawaii.

Attorney Peter Fritz asked why the state would pass a law punishing repetitive requests for open records. Instead, the state could simply say it would only answer each person's question once.

If the measure passed, the state Office of Information Practices could declare an individual a "vexatious requester" and restrict rights to government records for two years.

The committee will schedule a vote on the measure, said Chairman Jon Riki Karamatsu, D-Waipahu-Waikele."

I don’t care what Hawaii does, our only responsibility to to see to it that our States are enforcing the Constitution as far as their responsibility and capability’s go.

To that end I am in full agreement with the State of Arizona in allowing anyone who wishes to run for president to prove their eligibility to state officials before being allowed on the State’s ballot and thus eledgable for the State electorate to vote for.

It does not and should not matter to us if other states want to throwaway their electors. We are not and can not be held responsible for their choices only that of our own.

Then print and publish the birth certificate and amazingly enough you will stop getting these requests, regardless of the place of birth may be.

Some do, but I bet most fall into the camp that he isn't a Natural Born Citizen simply by the fact he wasn't born to two citizen parents. A legal loophole not all that different than the one that prompted congress to act on McCain's NBC status due to his Canal Zone birth.

What so many of them continue to ignore, or are ignorant of, is that no matter where Barry was born...assuming Sr. is his legal father...he couldn't be a Natural Born Citizen.

HOW CAN A NATURAL BORN CITIZEN'S STATUS BE "GOVERNED" BY GREAT BRITAIN?

It can't. Of course not. Yet, right there, on his campaign web site F.T.S., it's stated that a foreign government "governed" Barry from birth and the reason it did, was that Barry inherited that foreign citizenship by way of his foreign national father (no matter where he was born). Assuming, of course, that Sr. was his legal father at birth.
How, then, could he possibly be a "Natural Born Citizen" of the U.S.?

Furthermore:  Hawaii's Territorial Law, Chapter 57 - "VITAL STATISTICS, I", shown beginning pg 23 of 29, (the law in effect in 1961) allowed baby's born anywhere in the world to be eligible to apply for a Hawaii birth certificate based on the word of 1 relative. That is how a foreign born baby could get a HI BC on record, which in turn generates the "birth announcements" in the newspapers.

I wouldn't exactly call this an overwhelming flood of requests for a well-staffed state bureaucracy to deal with. What's that, between 1 and 3 emails per day? Golly, gee, that really overhwhelms them with work!

And an email costs nothing to answer. Maybe one precious minute of a staffer's time.

Moreover, the "repeat" offenders are probably mostly those seeking not the BC itself, but seeking legitimate information, which the department is obliged to provide by law.

I hate how the media says birthers don’t believe Obama was born in the US. Seems like we would be happy to see proof one way or the other..

People want to verify the eligibility of the president—from his long form birth certificate, to his college grades, dissertations, papers authored, etc. so that we can make an informed decision whether he belongs in the most powerful position in the world..
