So we took a defense shield that was not a threat to Russia and which made Russian objects to it seem petty and indefensible and we are replacing this with an offensive missile base that now justifies the Russian paranoia?

I agree with your post. I guess his idea of "pressing the restart button" is to restart the Cold War (at the very least). This jasper changes direction more often than a three-year-old child on crack.
