I believe it's an expression of formal disapproval for violating house rules. With no consequences.

I think vote was a strict party line (probably a couple of dems vote NO, too).

It means the dems are a bunch of chicken-shinola clowns. All this was is the "Don't Do It Again or else......" rebuke! BFD!

From my limited understanding of House rules, Nancy could have reamed ole Joe a new one, but she's not that stupid.

This will be forgotten by tomorrow and Joe will get a couple more donations!
