In the days of the Soviet Regime, middle-level bureaucrats were replaced frequently by the dictator if they failed. Being replaced meant being sent to a prison camp or worse.

When an older bureaucrat was replaced by a younger one, the younger asked him 'Do you have any advice for me?'.

The older bureaucrat told him 'take these two letters I have just written...when you are caught in failure, open the first letter and do what it says...if you are caught again in failure, open the second letter and do what it says.'

The younger bureaucrat thanked the older for his advice.

As time went on the younger bureaucrat failed and found himself in terrible controversy. The younger bureaucrat opened the first letter.

The first letter read 'blame all your failures on me, your predecessor'. The younger bureaucrat blamed all his failures on his predecessor.

The younger made statements like: 'I inherited problems far worse than anticipated.' and 'Don't blame me, it was the older bureaucrat who caused this.'

The tactic worked and the controversy evaporated.

Later, the younger bureaucrat failed again and this time he REALLY failed. Desperate to avoid the controversy, the younger opened the second envelope.

The second letter read 'Write two letters.'

He was asked what’s going on with TARP, and he’s fallen back on his standard “it’s all Wall Street’s fault; we’ve come back from the cliff we were falling off because of [Bush], regulatory, blah, blah, blah, unconstrained could take more risks, regulatory reform, compensation, . . .” I give up. It’s just too stupid for words.
