The plane was STOLEN, that is a CRIME, the pilot refused to answer several requests that he do so, no flight plan was filed, so of course he was arrested.
Why on earth would you ask “WHY” ?

Why?? He stole the plane in Canada and flew it into US airspace and then into the heartland, all the while being chased by F-16. Homer's going to the big house.
A federal law enforcement official told CNN the pilot is a naturalized Canadian citizen, but declined to give his name or country of origin. The source said the pilot was a flight school student for a “brief” period and only clocked a few hours of flight time.
Canadian officials have received some information that the pilot is “not a happy individual,” the official said.

WASHINGTON (CNN) —
SNIPPET: “Federal, state and local authorities launched a manhunt for the pilot, who was identified by the FBI as Yavuz Burke, 31, a native of Turkey who became a Canadian citizen last year. He was formerly known as Adam Leon, though officials did not indicate a reason for the name change.”

I dunno, maybe because he stole a plane, wouldn’t respond, ran off from authorities once he landed?
