A quorom is the minimum number of Senators that need to be present to have a vote. It is also used as a stalling tactic since a voice count of every Senator present is required.

Not too long ago, we were having wholesale Republican defections (amnesty, the Oct. stimulus bill, etc.).

Remember, 100% solidarity is exceedingly rare - even the Dems have defectors sometimes.

He said it all really kicks in 2011 and 2012 before the election. They will have a patronage army of Dem voters bigger than the US Army is what the guy said. It was credible because he had nothing to gain by lying.
