Looks like a US Coast Guard LT (O-3) is popping the question - and given the background, either just came back or is heading out. Good luck, and please let him follow in the steps of Brian (68-69 Tonkin Gulf Club).
To: Grampa Dave
You know, that LT kneeling in the picture has a lot of ribbons. He must have performed a lot of sea duty to rack them up and/or getting close to a promotion to O-4 / LCDR. G-d bless him, and keep him safe as well as the rest of my brothers and sisters in arms.

You are right.
Our coasties are truly unsung heroes in our war against terrorism.
God Bless the coasties and the rest of our military personnel around the world enabling us to be Americans and do what we do each day. Amen!

Yes it is, thanks for sharing. As I told Ma, as soon as I can I’ll post up some of my Iraq pictures. I’ve got some of our Chaplain Assistants helping teach Iraqi children how to use toothbrushes (most had never seen a dentist, and with the chocolate we keep giving out it was becoming a problem), and others.
