Canada, U.S. agree to use each other's troops in civil emergencies
Canwest News Service ^ | 22 Feb 2008 | David Pugliese

Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other's borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.

Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.

The U.S. military's Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.

The new agreement has been greeted with suspicion by the left wing in Canada and the right wing in the U.S.

The left-leaning Council of Canadians, which is campaigning against what it calls the increasing integration of the U.S. and Canadian militaries, is raising concerns about the deal.

"It's kind of a trend when it comes to issues of Canada-U.S. relations and contentious issues like military integration. We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites," said Stuart Trew, a researcher with the Council of Canadians.

Trew said there is potential for the agreement to militarize civilian responses to emergency incidents. He noted that work is also underway for the two nations to put in place a joint plan to protect common infrastructure such as roadways and oil pipelines.

"Are we going to see (U.S.) troops on our soil for minor potential threats to a pipeline or a road?" he asked.

Trew also noted the U.S. military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada. "We don't know the answers because the government doesn't want to even announce the plan," he said.

But Canada Command spokesman Commander David Scanlon said it will be up to civilian authorities in both countries on whether military assistance is requested or even used.

He said the agreement is "benign" and simply sets the stage for military-to-military co-operation if the governments approve.

"But there's no agreement to allow troops to come in," he said. "It facilitates planning and co-ordination between the two militaries. The 'allow' piece is entirely up to the two governments."

If U.S. forces were to come into Canada they would be under tactical control of the Canadian Forces but still under the command of the U.S. military, Scanlon added.

News of the deal, and the allegation it was kept secret in Canada, is already making the rounds on left-wing blogs and Internet sites as an example of the dangers of the growing integration between the two militaries.

On right-wing blogs in the U.S. it is being used as evidence of a plan for a "North American union" where foreign troops, not bound by U.S. laws, could be used by the American federal government to override local authorities.

"Co-operative militaries on Home Soil!" notes one website. "The next time your town has a 'national emergency,' don't be surprised if Canadian soldiers respond. And remember - Canadian military aren't bound by posse comitatus."

Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.

Scanlon said there was no intent to keep the agreement secret on the Canadian side of the border. He noted it will be reported on in the Canadian Forces newspaper next week and that publication will be put on the Internet.

Scanlon said the actual agreement hasn't been released to the public as that requires approval from both nations. That decision has not yet been taken, he added.

That and a ton of other stuff. We’ll see who is laughing and pointing fingers in five to ten years.

just use Canadian(or soon,Mexican) troops to go after those pesky people that believe they have a right to American sovreignty

Mexican federales wouldn't stand a Molson in a tornado's chance of waking up tomorrow anywhere south of Alberta or north of Brownsville.

None of what you imply suggests that the Mexican Army seized guns, which was your claim. Nor that persons from one section of Mexico are sent to another by the Army for this purpose.

You obviously don’t know anything about Mexico, or the Mexican Army, and are just making stuff up. Again, what are your sources for your nonsensical claims?

Pedro Valdez has a right to own guns... just not guns “reserved for military use”. And, he can’t buy ammo for anything other than non-military weaponry. We may not like it, but that’s a very different thing than saying the government is “seizing guns” from legitimate owners, or going around taking guns away.

They are charging people with using guns reserved for the military when they are charged with other crimes... no different than in the U.S. adding a gun charge to a robbery charge. Just a prosecutorial tactic common in all nations.

>>>Canadian troops will show no compassion for American gun owners when they are ordered to come and confiscate all our weapons.

Good god what a nutball thread. US and Canadian force operations in North America have intertwined for generations now to the benefit of both. And most of you are having nightmares that the Princess Pats will pour “oout” of Cheyenne Mountain to grab your squirrel guns ? It’s not THAT big an army.

NORTHCOM went operational in 2002. It’s mission statement was specific that it’s area of concern included Canada. This new item appears to me to just emphasize the legitimacy of the NORTHCOM mandate. This gives the Canadian lefties something much more solid to squawk about then the paranoid US right fantasies. Odd choice in friends for Freerepublic.

Less sugar, more decaf.

If it makes you feel any better, the Republic is about to come to a screaming halt, not a long slow death.

Yep, thats why our candidates were chosen and forced on us.

This, I am sure, was one of the things cooked up by the SPP. This is how I figured the end of the US, as we know it, to happen.

They have worked behind our backs.

They will come for our guns in the not too distant future.

Try to give them as many bullets as possible, first.

I suppose these guys are trying to take your precious guns too.

By the way: “Gun Control” does not apply to the military.

I know you guys are having lots of fun putting down Canadians and their military—just a reminder— us scary Canadians who are going to take away your weapons (ridiculous notion), are one of your closest allies, and are fighting and dying in one of the most dangerous regions of Afghanistan.
In addition to that, our military helped out during Hurricane Katrina, (just one example), and our militaries have been cooperating and cross-border training for years.

This thread reminds me of the ads the Liberal party ran in the last election......

Canadian troops, in the streets with guns.
We are not making this up.

LOL!

Don't want to pick a fight, but, California "helped out during Hurricane Katrina", by body slamming little old ladies against the walls, simply for possessing a memory of Liberty!

Damned straight, my guns are "precious".

Nothing personal, but, I don't trust you much further than I can throw your Canadian Butt!

If you ever in your life were armed, and free, it meant nothing to you, you just flat surrendered.

You don't have a Bill of Rights, I do!

"It’s not THAT big an army."

It's not Canada's army that worries me. Look for Mexico to sign on very soon. How does American Troops quelling unrest in central Mexico sound?

If my Godson, from next door, showed up, in uniform, to collect my assortment of old military crap, tomorrow, he’d be inside a gator before midnight, same day.
I don’t know if a gator will eat a Canadian, yet!
Once again, I don’t want a fight with you, so, don’t start one!
You keep setting my Troll alarm off, for some reason!

I’ve been on these boards for over a year (not a troll)

The lefties in our country are also going out of their minds about the possibility of U.S. soldiers on Canadian soil as well.

It doesnt bother me that you dont like it—thats fine.

But why the insults?
