Most states require liability insurance for damage caused to other cars. I dont know about Virginia, but I believe Ohio allows you to sign an affadavit and submit financial records to prove you can self-insure if you damage someone elses property. If I'm not mistaken, in California, there are three ways to satisfy the financial responsibilty law:
1) Purchase liability insurance.
2) Post a bond with the state for the minimum amount of liability coverage under the law.
3) Submit an application and financial documentation to self-insure.
I dont know of any state, Virginia included, that requires you carry insurance to cover damages on your own car.
I've never heard of that either. Your lender, though, can require it if you're financing the car.
