Hiding people in baskets to slide them by cable across a river was among tactics police recently discovered human smugglers have been using along the Panama border.
Immigration Police and Border Police recently set out to find dead points, or areas with now police surveillance used by coyotes, said Public Security Ministry spokeswoman Ingrid Luna.
They focused on the Southern Zone areas of San Jorge, Laurel, La Cuesta, Brujita, Pueblo Nuevo, Coto, La Gamba, La Unión de Limoncito, San Vito de Coto Brus, Kamakiri and Jabillo and several rivers, according to a statement from the ministry.
In La Gamba, they discovered a cable that had been strung from one side of a river to the other and was used to slide a basket across with people hiding inside. They also discovered that a ferry crossing the river at La Balsa was being used to traffic illegal immigrants.
At a checkpoint set up at Kilometer 37, police arrested one Salvadoran, three Ecuadorians, one Cuban, three Nicaraguans, one Colombian and one Panamanian who lacked identification to prove they are in the country legally.
The Panamanian border has become a popular crossing point for people to enter Costa Rica illegally from many countries to the south, Luna said.
The problem is that the border is very long and mountainous, making it difficult for police to catch illegal activity, Luna said. We’re trying to combat human trafficking and also the trafficking of drugs and arms, which are very easy to get here from Panama.

U.S. Embassy Pretoria issued the following Warden Message on September 17:
This warden message is being sent to alert American citizens living or visiting South Africa about a protest scheduled to take place adjacent to the U.S. Embassy in Pretoria on September 21.
The Friends of Cuba Society (FOCUS) and other groups supporting FOCUS have obtained a permit to demonstrate outside the U.S. Embassy on Friday, September 21, between 12:00 p.m. 2:00 p.m. as part of their Hands off Cuba Campaign. The demonstration application reflects 1,000 protesters. At this time police officials cannot estimate the expected number of demonstrators.
Although the U.S. Embassy in Pretoria will remain open, we strongly discourage American citizens from the visiting the Embassy during the hours of the demonstration. Citizens are reminded that no consular services are available at the Embassy and that all consular and visa services are provided by the U.S. Consulate General in Johannesburg which will remain open for business as usual.
We remind American citizens that demonstrations intended to be peaceful can turn confrontational and escalate into violence. American citizens are therefore urged to avoid any areas where striking security worker demonstrations are planned and exercise caution when in the vicinity of any protest.

Robbers, armed with knives, boarded an anchored general cargo ship unnoticed. Ship’s general alarm sounded and crew mustered. Robbers jumped overboard and escaped with ship’s stores. Attempt to contact local authorities were futile.
12.09.2007: 0350 LT: Bonny River anchorage, Nigeria.
Five robbers, in two motor boats, armed with guns and knives boarded an anchored chemical tanker from the bow using ropes and hooks. Duty crew spotted the robbers and raised the alarm. The robbers broke the padlock on the forward store and stole ship’s stores and escaped. Bonny signal station was called many times but did not respond. Master requested for additional guards from agents.
12.09.2007: 0850 UTC: Posn: 01:36.0N - 050:12.5E, Somalia.
A container ship underway, sighted a suspicious craft at distance of 7.5nm with a speed of 12 knots. Ship took evasive manoeuvres to avoid craft but craft altered course and tried to approach the ship. The ship increased speed, altered course and alerted the crew. Due to ship’s higher speed the distance between the craft and ship increased.
Description of craft:
Hull - dark blue, superstructure - white, length - 50 meters, type - big fishing vessel, a small speedboat - colour orange hanging outboard.

ARTICLE SNIPPET: “CALGARY A businessman who was gunned down in his Calgary office last year was killed to settle a real estate dispute, the Crown prosecutor told a jury Monday on the opening day of the murder trial.
Crown prosecutor Sue Kendall said Jack Beauchamp was slain over an $18,000 fee he was trying to collect for lending one of his accused killers, Robert Deer, more than $1 million to build a duplex project.
The court heard that Deer hired Mohamed Ali Karim to fatally shoot Beauchamp on Jan. 16, 2006, because the president and founder of Morbank Financial insisted Deer keep his end of the bargain after the deal to construct the residence fell apart the previous month.
Mr. Deer did not feel this was fair, Kendall said in her opening statement.
The two entered into an exchange of e-mails and letters. This quickly led to some unpleasant words between the two men.
Deer, 54, and Karim, 25, have pleaded not guilty to first-degree murder.”

ARTICLE SNIPPET: “A muslim dentist made a woman wear Islamic dress as the price of accepting her as an NHS patient, it is alleged.
Omer Butt is said to have told the patient that unless she wore a headscarf she would have to find another practice.
Later this month, Mr Butt will appear before a General Dental Council professional misconduct hearing, which has the power to strike him off.
It is claimed that the 31-year-old dentist asked to speak to the woman in private after she turned up for an appointment at his clinic in Bury.
According to the charges, he questioned her on whether she was a Muslim and told her that if he was to treat her she would have to wear Islamic dress.
He is also said to have read out a number of religious rules to her.
He then told his nurse to give the patient her own headscarf to wear, the accusation says.
It is not known whether the woman was a Muslim.
The charges to be heard by the General Dental Council say that Mr Butt undermined public confidence in his profession by discriminating against a patient and failed to act in her best interests.
Mr Butt is the older brother of former Islamic extremist Hassan Butt, who once declared he had ‘no problem’ with terror attacks on Britain and who said that September 11 “served the pleasure of Allah”.
He has since recanted and now calls for all Muslims to abandon violence.
The dentist also featured in immigration hearings involving an asylum seeker suspected of providing a safe house for Kamel Bourgass, an Algerian terrorist jailed for life for stabbing PC Stephen Oake to death in Manchester in 2003.
Mr Butt, the immigration hearing was told, was introduced by his brother to the asylum seeker, who at various points claimed three different identities.
The tribunal was told that Mr Butt was “a respectable and responsible person who wishes to help devout and practising Muslims in difficulty”.
He “did not regard the use of false names as unusual for asylum seekers”.”

Marne Husky ends with capture of insurgent
Multi-National Division Center PAO
BAGHDAD During the final air assault of Operation Marne Husky, Soldiers detained an insurgent and discovered bomb-making materials along the western bank of the Tigris, 20 miles south of Baghdad, in the predawn hours of Sept. 15.
The detainee, who had high-level contacts in a local al-Qaeda cell, was wanted for IED manufacturing and weapons transport.
His story kept changing, so we brought him in, said Capt. Pete Peters, 3rd Combat Aviation Brigades intelligence officer. Once he was at our detention facility, three sources positively identified him as an al-Qaeda guy.
Another man was detained after troops found IED components in his house.
During the operation, four Apache attack helicopters circled overhead, firing hundreds of 30mm cannon rounds at the insurgent positions.
Over the past month, Soldiers from Company B, 3rd Battalion, 509th Parachute Infantry Regiment, 4th Brigade Combat Team, 25th Infantry Divison, teamed up with aviators from 3rd Combat Aviation Brigade, 3rd Infantry Division, and conducted seven air assaults in the Tigris River Valley.
Operation Marne Husky disrupted insurgents who fled the towns of Salman Pak and Arab Jabour in front of earlier U.S. offensives, said Lt. Col. Robert Wilson, 3rd CABs executive officer.
We were able to use our combined-arms capability to insert forces into areas that the enemy previously thought were safe havens, Wilson said. By disrupting and capturing insurgents in this area, we set the security conditions for Baghdad.
From Aug. 15 to Sept. 15, troops from 3rd CAB and Co. B, 3-509th PIR, captured 80 suspected insurgents and killed another 43. Pilots flew 420 hours during Marne Husky.
The mission was unique for Multi-National Division Center, in that the unit primarily responsible was the aviation brigade. Typically an infantry brigade or battalion would control the ground and artillery forces.
Its a great opportunity for us, said Wilson, from Dalton, Ga. Baker Company is a well-led, very dynamic unit. Their experience in air assault operations made them a great selection to work with us.

Senior al Qaeda in Iraq terrorist detained near Taji during Iraqi Scout, U.S. Special Operations Forces mission
Multi-National Corps Iraq PAO
FALLUJAH Iraqi Army Scouts, with U.S. Special Operations Forces as advisers, conducted a series of helicopter assault raids near Taji Sept. 16, resulting in the detention of a senior Al Qaeda in Iraq member of the Abu Ghazwan network.
He is suspected of conducting attacks that target local citizens in the Tarmiyah area who join the Iraqi Police or Iraqi Army forces. His cell has attacked the Tarmiyah Regiment of the 9th Iraqi Army division, the 9th Oil Protection Division, guards at the Al Karkh water treatment plant and Coalition Forces in the Taji area. The cell is also suspected of distributing propaganda and installing illegal check points.
This terrorist is additionally suspected of being the second in command to Abu Ghazwans network and the gatekeeper for access to Abu Ghazwan himself. This criminal network is known to commit robberies, kidnappings, murder, and is responsible for the Sept. 6, 2006 attack against a British Contractor convoy near Tarmiyah.
This terrorist network is believed to be linked to the kidnappings of employees from the Nasr Industrial Plant and is known to stage attacks from a local mosque. The cell provides salaries and materials for vehicle-borne improvised explosive devices to be used in the Baghdad area. The cell is further suspected of storing and supplying weapons such as surface-to-air missiles, mortar rounds, mortar launchers, and heavy machine guns to be used in future terrorist attacks.
Iraqi soldiers raided a series of residences in a remote area northwest of Taji, detaining the alleged terrorist, two snipers, and 15 additional suspects. Three AK-47 assault rifles, three tactical assault vests and various explosive components were seized during the operation.
No Iraqi or U.S. Forces were injured during this operation.

IDF killed PFLP member in Nablus, Palestinians say

Palestinian sources said an armed Palestinian man was killed during IDF operations in the Ein Beit Ilma refugee camp in Nablus Tuesday morning.
