British Intelligence: Al-Qaida Expanding

British intelligence officials said they believe that al-Qaida has a secure base in Pakistan's Waziristan region and is planning terrorist operations.

The group is reaching out to Muslims in North Africa, The Telegraph reported. Last year, the Salafist Group for Preaching and Combat, an Algerian terrorist group, merged itself into al-Qaida, a move announced by Osama bin Laden's chief lieutenant, Ayman al-Zawahiri, in a tape promising action against the "apostates" in the Algerian government and "the treacherous sons of France."

Al-Qaida is also believed to be planning expansion into Lebanon and Syria, the newspaper report said.

Catholic priest shot dead in Iraq

MOSUL, Iraq (AFP) - A Chaldaean Catholic priest and three of his assistants were shot dead on Sunday outside a church in northern Iraq, the local police commander said.

Brigadier General Mohammed al-Wagaa, police chief in the divided northern city of Mosul, told AFP that the cleric and his colleagues had been shot dead outside the Holy Spirit church in the Nur district.

“They finished mass at 7.30 pm (1530 GMT) tonight, and the four of them got into the priest’s car to drive away. After they had gone about 100 metres (yards) a car cut them off. Four armed men got out and shot them dead,” he said.

The Catholic news agency Asianews identified the victims as 31-year-old Father Ragheed Ganni and his three assistants.

Last month, the leaders of Iraq’s Christian minority called on the country’s beleaguered government to protect their community from attacks by Al-Qaeda-inspired Muslim extremists.

In a joint statement, Patriarch Mar Dinka IV of the Assyrian Church of the East and the Chaldaean Catholic Patriarch Emmanuel Delly of Babylon said Baghdad’s remaining Christians were facing persecution.

They blamed the so-called “Islamic State of Iraq”, an alliance of Islamist insurgent groups that serves as an Al-Qaeda front, for much of the violence.

“Christians in a number of Iraqi regions, especially those under the control of the so-called Islamic State of Iraq, have faced blackmail, kidnapping and displacement,” the May 10 statement said.

“Tembec and Uniscope Voluntary Recall Feed Ingredients
FDA Asks Feed Manufacturers to Avoid Ingredients Containing Melamine”

“The U.S. Food and Drug Administration (FDA) is alerting livestock and fish/shrimp feed manufacturers about a voluntary recall of products used in feed production because several have been found to contain melamine and related compounds.

The feed ingredients were made by Tembec BTLSR Inc. of Toledo, Ohio and Uniscope, Inc. of Johnstown, Colo.

Tembec, a contract manufacturer for Uniscope, makes AquaBond and Aqua-Tec II, which it distributes for Uniscope. Uniscope makes Xtra-Bond using ingredients supplied by Tembec. All of the products are binding agents that are used to make pelleted feed for cattle, sheep, and goats, or fish and shrimp.

The companies have confirmed that Tembec added melamine as part of the formulation of the products to improve the binding properties of pelleted feed. Melamine is not approved as an additive for animal or fish/shrimp feed.

The companies have stopped adding melamine to the feed products.

Based on the levels of melamine and related compounds in the initial ingredients, FDA estimated the probable level of melamine and related compounds in livestock feed as less than 50 parts per million (ppm) based on the recommended mix rate of two to four pounds of binding agent per ton of livestock feed. The estimated levels in fish and shrimp feed are less than 233 ppm and 465 ppm, respectively, of melamine and related compounds. The estimated levels of melamine and related compounds vary in the livestock feed and the fish and shrimp feed because of differing levels of melamine in the binding agents used for each type of feed.

FDA advises feed manufacturers and others who mix their own feed not to use these products, and to contact the manufacturers. FDA advises feed manufacturers to recall finished feed that is made from AquaBond or Aqua-Tec II due to the estimated levels of melamine and related compounds in the finished products. FDA believes that no recall is warranted of the finished feed made from Xtra-Bond based on the estimated levels of melamine and related compounds in the finished product and based on currently available data and information.

The estimated melamine levels in feed made with these binding agents are similar to the levels discussed in the interim safety/risk assessment of melamine and related compounds made available by FDA earlier this month. In that assessment, federal scientists determined that, based on currently available data and information, the consumption of pork, chicken, domestic fish, and eggs from animals inadvertently fed animal feed contaminated with melamine and its analogues is very unlikely to pose a human health risk.

The interim safety/risk assessment concludes that in the most extreme risk assessment scenario, when scientists assumed that all the solid food a person consumes in an entire day contained melamine and the melamine compound cyanuric acid in equal amounts, the potential exposure is about 250 times lower than the dose considered safe. This is a large safety margin. Translated to consumption levels, this means that a person weighing 132 pounds would have to eat more than 800 pounds per day of food containing melamine and its compounds to approach a level of consumption that would cause a health concern.

FDA is encouraging domestic feed suppliers to be vigilant in quality control in their supply chain and to monitor for any improper additives, including melamine and its analogs.

The Tembec and Uniscope products also reportedly contain a urea formaldehyde resin-type ingredient, a raw ingredient used to make the binding agent in these products. FDA is investigating this use of the urea formaldehyde resin-type ingredient in the Tembec and Uniscope products, and will take appropriate regulatory action if warranted.”

“A Swedish citizen has been reported killed in Somalia following an American air attack against alleged Islamic extremists in the rebel Puntland region.

The governor of the Barri Region, Mussa Jelle Yusuf, told news agency AFP that the Americans were targeting “an al-Qaeda hideout.”

The dead Swede was said to be among a number of citizens of western countries killed in the attack.”

Please disregard the other post I wrote to you a few minutes ago regarding the car plowing through the church festival, Milford. I see that in Cindy's post it lists the time of the main incident at 8 p.m.

Now I'm wondering why in the world this woman wasn't stopped before this incident??? Did Mr. White and/or others even bother to contact the authorities after their confrontation with this woman that morning? And, if he did how did she manage to evade the police for at least 8 hours (presuming she was driving all that time)???

David White, president of the Chicago Shannon Civic Association, said Bell grew up in the neighborhood and is well known. White said he and other residents saw her in the area on Saturday morning, driving erratically and clipping parked cars. He said he confronted her, but she acted like she didn't know him.

"I said, 'Tonya, what are you doing?' She was sweating like a race horse. We tried our best to stop her. ... She was just in a deranged state of mind," White said.


How incredibly sad... Prayers for all injured by this woman, and for those who witnessed it (including the children in her car) -- how incredibly horrific that must have been.

CHINA has warned the US, Japan and Australia against the development of a regional ballistic missile defence system arguing that it could destabilise security in the Asia-Pacific.

Lieutenant General Zhang Qinsheng, deputy chief of the general staff of the People’s Liberation Army, told a security conference in Singapore at the weekend that if the current US-Japan joint ballistic missile defence program was extended to Taiwan it would meet strong opposition from Beijing.

“We are worried that this kind of deployment will destabilise the Asia-Pacific region and will create uncertainty in terms of regional stability and peace,” General Zhang said as the leader of the first senior Chinese defence delegation to attend the annual security summit.

Australia is now examining how it could contribute to an eventual US-led networked BMD system and could eventually deploy a sea-going BMD aboard the navy’s planned air warfare destroyers.

The Howard Government is also considering becoming involved in a trilateral ballistic missile defence research program with the US and Japan. Defence and foreign ministers from Japan and Australia are expected to discuss the BMD issue in Tokyo this week...

Tokyo and Washington are combining to develop BMD defences involving the deployment of land-based Patriot missiles as well as sea-going defences on Japanese vessels using the Aegis defence system...

Defence Minister Brendan Nelson told The Australian that Defence was studying how Australia could contribute to any future regional ballistic missile system. “We are going to have a look at that. Missile defence in our region is extremely important,” he said...

Counter-terrorism associate professor Nick O’Brien said Australia also ranked second behind New Zealand in search volumes.

Perth ranked third on the search engine for searching “bomb making” while Brisbane ranked fourth, Adelaide sixth, Melbourne seventh and Sydney eighth.

New Zealand cities Auckland and New Plymouth ranked highest in English speaking cities.

Prof O’Brien, a former Scotland Yard staffer, said criminal elements including bikie gangs, could be responsible for the search numbers recorded, but the results were significant and a terrorist attack could happen in Australia.

“There’s a realisation that Australian mainland is yet to be bloodied by al-Qaeda but it could happen,” Prof O’Brien said.”

Worldwide Caution

April 10, 2007

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated October 11, 2006 and expires on October 9, 2007.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Ongoing events in Iraq and elsewhere in the Middle East have resulted in demonstrations and associated violence in several countries. Americans are reminded that demonstrations and rioting can occur with little or no warning.

In August 2006, British authorities arrested a significant number of extremists engaged in a plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. The bomb attacks targeting buses carrying foreign workers in March 2007 and December 2006 in Algeria, a series of bombings in Thailand in May and September 2006 that targeted commercial and tourist destinations in the far south, and the bombings in the the Egyptian resort town of Dahab in April 2006 all illustrate how terrorists exploit vulnerabilities associated with soft targets. Additional examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the vehicle-based suicide attack on an oil facility near Mukalla and Marib in Yemen in September 2006 and the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 are such examples.

In the wake of the August 2006 plot against aircraft in London, numerous terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov.

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. Americans abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate.

As the Department continues to develop information on any potential security threats to U.S. citizens overseas, it shares credible threat information through its Consular Information Program documents, available on the Internet at http://travel.state.gov.
