Senior Taliban leader held in Pakistan

Pakistani security forces have captured a high-ranking Taliban leader in the southwestern city of Quetta, a senior security official and Taliban sources said late Thursday

The capture of Mullah Obaidullah Akhund marked the first Pakistan arrest of a senior leader of the Islamist militia since it was driven from power in Afghanistan in 2001 when thousands of its fighters fled into Pakistan.

The security official and Taliban sources said Akhund, the third most senior member of the Taliban's 10-member leadership council, was arrested late on Monday, hours after a surprise visit to Pakistan by U.S. Vice-President Dick Cheney.

Fear and Loathing on the Jihadi Forum

The brother enters the "preparing for jihad" section of the forum, and asks, in typically verbose fashion "where's the Jihad?" and "how come there are only 20 members of this group?" and "don't you know there's a war on?".


Among the responses was the following...


...which attempts to answer the brother's questions by explaining that

* none of them actually have any military experience

* they can't rely on information from the Western sites

* they are under surveillance and they know it

* and because none of them have the relevant experience, they can't trust the information they find on other forums, because they know the intelligence services are busy planting false information.

The al-Fajr Information Center, a jihadi organization, recently published the February 2007 issue of Technical Mujahid, a magazine released once every two months that is available online. The release marks the second issue of the publication. The various jihadi websites have posted links to different locations to download the publication, that way stifling any attempts by outside forces to remove the document from the web (http://www.arabteam2000-forum.com , March 13). According to the editor-in-chief of Technical Mujahid, Abu al-Mothanna al-Najdi, the objectives of the magazine are to eradicate the phobia and anxiety suffered by those who refrain from participating in jihad because they erroneously believe that intelligence services are monitoring their every move. Additionally, the publication aims to spread a sense of security, vigilance and self-confidence, in a scientific way, among members of jihadi forums by educating them in jihadi propaganda and enhancing their knowledge of field operations. To achieve these objectives, the magazine is organized into six sections of technical training that are aimed at helping the mujahideen carry out certain tasks."

Notes: The most significant feature of this manual is the involvement of al-Fajr Media Center in distributing it. Also, one should keep in mind that in many countries simple possession of this manual may constitute evidence of terrorist intent. Not that we think the al-Fajr group is deliberately trying to assist the police in any given country, but they might just as well be.

Mexico, One out of every four dengue cases in Mexico is hemorrhagic, the most dangerous and deadly form, Mexican Health Secretary Jose Angel Cordoba asserted.

The fight against dengue is one of the main health programs today, said Cordoba, who called for all social sectors to participate actively in its elimination.

He recalled that there was one case of hemorrhagic dengue in Mexico per every 50 cases of classical dengue seven years ago, but there is one per every four cases now, hence the urgent need to adopt the necessary measures, he explained.

According to an epidemiological general view by the Mexican Health Secretary s Office, there were 4,477 hemorrhagic-dengue cases, which caused 20 deaths.

The official said the most effective way to control the epidemic is to constantly destroy deposits of the virus transmitting agent, the Aedes Aegypti mosquito.

Cordoba visited Quintana Roo state, some 746 miles west of this capital, and called to intensify preventive actions and continue the joint programs among the municipal, state, and federal government levels.

The levels of tension are ratcheting upward sharply and are being pushed by the British. According to some of the UK freepers around here, it's unlikely that there is the ability for Britain to strike on their own against Iran without considerable US assistance. Do you concur? If so, then why has Britain taken the measures of cutting off diplomatic relations etc? Is there a SpecOps role for SAS? I personally don't think so....at least not in the form of any sort of hostage rescue, but perhaps a more traditional mission in a regional conflict?

WASHINGTON, March 30, 2007 – The general in charge of coalition military efforts in Iraq today condemned “barbaric actions” by al Qaeda elements in the wake of bombings in the northern city of Tal Afar that killed dozens of Iraqi civilians and injured scores of others.

In a written statement issued by Multinational Force Iraq, Army Gen. David H. Petraeus said the attacks are designed to divide the Iraqi people and draw attention away from the improving security situation in Iraq’s capital.

"Al Qaeda in Iraq elements once again displayed their total disregard for human life, carrying out barbaric actions against innocent Iraqi citizens in an effort to reignite sectarian violence and to undermine recent Iraqi and coalition successes in improving security in Baghdad,” Petraeus said in the statement.

"These horrific attacks demonstrated al Qaeda's complete rejection of respect for life itself, and the coalition joins Iraqi leaders in condemning these latest acts of cold-blooded murder," he said.

Today’s statement is the second strong official reaction to the attack on a crowded marketplace from the top coalition command in Iraq. The day after the attack, Multinational Force Iraq released a statement that wasn’t attributed to a specific official.

The March 28 statement called the attack a “cowardly and inhumane” and “another example of attempts by extremists to reignite violence between people who have lived in peace despite being from different sectarian and ethnic groups.”

The statement called on Iraqi leaders and citizens to remain united, to reject violence, and to bring to justice those responsible for the Tal Afar attack.

A coalition military leader in northern Iraq also spoke out on March 28.

"This was an act of cowardice and only demonstrates to the world how desperate this enemy is," said Army Brig. Gen. Mick Bednarek, deputy commander of Task Force Lighting and Multinational Division North. "The Iraqi people must stand united against these forces so the country can continue on its path to a free and democratic state.”

U.S., Iraqi Officials Condemn Terrorist Attack in Tal Afar

WASHINGTON, March 28, 2007 – U.S. and Iraqi officials have condemned a terrorist attack that killed dozens of civilians in Tal Afar, Iraq, yesterday.
“The Multinational Force Iraq commander joins the Iraqi prime minister in condemning the acts of violence and in calling upon the citizens of Tal Afar and all parties to cooperate in stemming the violence,” officials said in a statement released today. “The coalition force stands ready to lend assistance to our Iraqi partners in the coming days as well as to assist in enforcing the rule of law.”

Press reports put the number of dead at 50, with more than 100 others wounded.

“Our thoughts and prayers go out to the injured and to the families of those Iraqis martyred in Tal Afar,” the statement continued.

Late yesterday afternoon, a large explosion ripped through a busy marketplace in the Moalameen neighborhood of Tal Afar, causing extensive damage to buildings and homes, killing and wounding dozens.

"This was an act of cowardice and only demonstrates to the world how desperate this enemy is," said Army Brig. Gen. Mick Bednarek, deputy commander of Task Force Lighting and Multinational Division North. "The Iraqi people must stand united against these forces so the country can continued on its path to a free and democratic state," he continued.

Iraqi Security Forces responded immediately to the scene and began setting up triage and facilitating evacuation of wounded civilians caught in the blast area. Soldiers from the 3rd Iraqi Army Division immediately dispatched medical assets from their headquarters in Kisik.

Immediately following the attack, Iraqi and coalition forces from forward operating bases Marez and Sykes began working together to help the victims of this attack. Soldiers from the 3rd Iraqi Army Division provided ambulance support and heavy excavation equipment to remove rubble. Coalition forces provided security of the site and medical support to the victims and evacuated the wounded via helicopters to coalition and Iraqi medical facilities. Coalition explosives experts gathered evidence for the investigation and the hunt for the terrorists, U.S. officials said.

According to U.S. officials in Baghdad, Iraqi Prime Minister Nouri al-Maliki has formed a committee, which includes officials from the ministries of Defense and Interior, to investigate the attack.

“Those individuals or parties responsible for these horrific acts will be pursued and brought to justice in accordance with Iraqi law,” U.S. officials said.

Tal Afar officials have implemented a curfew in the city, restricting vehicle movements except for emergency transportation.

"The Iraqi police and army have come together with the Iraqi people in a true showing of solidarity against the terrorists in the aftermath of this horrific bombing," said Army Maj. Rodger Lemons, executive officer of 4th Brigade Combat Team, 1st Cavalry Division. "Every Iraqi in the area has offered everything they have to help those injured here, regardless of affiliation or differences. No effort is being spared, and coalition forces are assisting where needed."

Troops Capture 12 Terror Suspects; Bombers Target Iraqis

WASHINGTON, March 30, 2007 – Coalition and Iraqi forces captured 12 suspected terrorists today, and bombers continued to target Iraqis over the last few days, military officials reported.

In Baghdad’s Sadr City neighborhood, Iraqi and coalition forces captured a suspected criminal tied to explosively-formed projectile facilitation networks.

The suspect is believed to be involved with several violent extremist groups responsible for attacks against the Iraqi people and coalition Forces and facilitating the movement of EFPs into Iraq, officials said.

Near the Syrian border, coalition forces captured six suspected terrorists with alleged links to al-Qaeda and the smuggling of foreign fighters into Iraq. Five more suspects with alleged involvement in foreign fighter smuggling were captured in a raid north of Karmah.

Meanwhile, bombers targeting Iraqis have continued to strike. An explosion occurred at a Shaab Ur market last night. Coalition officials had no immediate information on how many people were killed or wounded, but said the 3rd Battalion, 2nd Brigade, 2nd Iraqi Army Division responded to provide medical assistance and to secure the area. The market was closing down at the time of the attack.

Two car bombs killed four Iraqi police officers and an Iraqi civilian and wounded 16 others in southwest Baghdad yesterday. Initial reports indicate that the policemen and Iraqi civilian died when a bomb detonated near a patrol at about 8 a.m. near the Jihad neighborhood. Iraqi soldiers and police were investigating a suspicious vehicle when it detonated, officials said. Later, a second car-bomb detonated in Bayaa, wounding seven Iraqi civilians, including several children.

Shortly after the attacks, Iraqi security forces and Multinational Division Baghdad troops established checkpoints and began to evacuate the wounded to local hospitals, while also searching for other possible car-bombs in the area.

A vehicle exploded between a market area and a mosque south of Baghdad on March 28, killing five people and wounding 20 others. Iraqi soldiers responded to the explosion and assisted in the evacuation of the wounded to the al-Hillah hospital. They also found an unexploded 82 mm mortar round was found.

Chlorine Gas, Child-Borne Bombs Show Enemy’s Barbarity

WASHINGTON, March 30, 2007 – Al Qaeda’s use of chlorine gas against civilians and use of children as suicide bombers highlights the terror organization’s barbarity, a Joint Staff spokesman said here today.

Al Qaeda extremists in Iraq are using chlorine canisters and chlorine-carrying trucks to attack civilian targets, said Army Maj. Gen. Michael D. Barbero, Joint Staff deputy director for operations.

On March 23, Barbero said, Iraqi police foiled an attack in Ramadi that could have caused catastrophic casualties. The police intercepted a truck carrying 5,000 gallons of chlorine and two tons of explosives.

On March 28, two chlorine-laden trucks exploded outside the Fallujah military operations center. The attack injured 14 U.S. troops and 57 Iraqis.

“I strongly believe that this use of chlorine should not be dismissed simply as a new tactic or an emerging trend,” Barbero said. “Chlorine is a poison gas being used on the Iraqi people. Before these attacks, the last time poison gas was used on the Iraqi people was by Saddam Hussein.”

Al Qaeda in Iraq and related Sunni extremists are using this weapon against the Sunni population of Anbar province. “We have Sunni extremists attacking innocent Sunnis with a poison gas,” Barbero said.

Coalition officials see the escalation as a response to the Iraqi people’s growing sentiment against the terror organization. Al Qaeda is trying to intimidate the people of the province, Barbero said.

Its actions show that al Qaeda in Iraq is not an “honorable resistance” aimed at “driving out the infidels,” the general said.

The terrorists continue to use children to launch attacks. On March 28, Iraqi police went after a suspicious vehicle in Haditha. “As they drove past a 12-to14-year-old boy riding a bicycle, a bomb in the boy’s backpack detonated, killing him instantly,” Barbero said.

“These acts – the use of poison gas and the use of children as weapons – are unacceptable in any civilized society and demonstrate the truly dishonorable nature of this enemy,” he said.

NAVAL STATION GUANTANAMO BAY, Cuba, March 30, 2007 – The military commission judge today accepted the guilty plea of Australian detainee David Hicks to one charge of material support for terrorism, moving Hicks toward a possible jail sentence of up to seven years.

Hicks, 31, entered a guilty plea March 26 in an evening court session here. After days of negotiations between prosecution and defense counsel, today’s hearing established the exact elements of the charge to which Hicks is pleading guilty.

Marine Col. Ralph Kohlmann, the military judge, also revealed that a pre-trial agreement limiting Hicks’s sentence to seven years was signed March 26.

The plea agreement specifically states that Hicks’s five years at Guantanamo will not count toward his ultimate sentence. However, it does include a provision that the convening authority will suspend any portion of the sentence above a certain time limit, which Kohlmann declined to reveal.

Under the agreement, Hicks will be transferred to the control of the Australian government within 60 days from the time of sentencing. He also is barred from communicating with the media about his experiences, detention and capture for one year after sentencing and cannot receive profits from any publications detailing his experiences.

In the agreement, Hicks affirmed that he has never been illegally treated by anyone while in U.S. custody, from the time of his capture in Afghanistan in December 2001 through his time at Guantanamo.

Hicks originally pleaded guilty to the first specification of the charge, which is providing support to a terrorist organization, but not guilty to the second specification, which is providing support to a terrorist act, and guilty to the overall charge of providing material support to terrorism. That plea remained the same today, but some elements of the first specification were modified or removed.

The modified charge, which Hicks agreed to in the hearing today, does not include any association with Richard Reid, the “shoe bomber,” or John Walker Lindh, the so-called American Taliban soldier, which were in the original charge.

The modified charge also changed some language in the original charge. A portion of the charge that originally read that Hicks “expressed concern” to Osama bin Laden about a lack of English training materials for al Qaeda was changed to read that he “asked” about the lack of English materials.

Also, a portion that stated he watched the Sept. 11, 2001, terrorist attacks with a friend in Pakistan and “expressed his approval of the attacks,” was changed to read that his friend “interpreted his gestures” to be approving of the attacks. It also states that Hicks had no personal knowledge of the attacks in advance.

Hicks did affirm that he attended several al Qaeda training camps in Afghanistan in 2001 and after the Sept. 11 attacks, traveled to Kandahar airport, where he was issued an AK-47 assault rifle and armed himself with ammunition to fight Northern Alliance and U.S. forces.

After staying at the airport for two weeks, Hicks was assigned to guard a tank outside the airport. After a week guarding the tank, Hicks decided to travel to Konduz, Afghanistan, to fight on the front lines, but spent only two hours there before the line collapsed and he fled from Northern Alliance forces for two to three days.

After making it back to Konduz, Hicks confirmed he decided to flee to Pakistan using his Australian passport. He stayed with a shopkeeper he knew for a short time, and the shopkeeper helped him sell his AK-47 to pay for a taxi to Pakistan. He was captured without any weapons in Baghlan, Afghanistan, in December 2001.

As Kohlmann went through each element of the charge with Hicks, he asked him, “Based on your personal knowledge and having reviewed the evidence the government intends to introduce against you, are you personally convinced that the government could prove this fact by competent evidence?” To each element, Hicks calmly answered, “Yes, sir.”

Hicks appeared composed throughout the hearing, this time sporting a short haircut and a business suit. In his March 26 appearance, he wore his tan detainee uniform and had long, unkempt hair.

Under the pre-trial agreement, Hicks is required to testify in any future U.S. or Australian court proceedings or military commissions, and disclose all his knowledge about al Qaeda and other terrorist organizations. He was advised that for the rest of his life, if he commits an offense that could be charged under the Military Commissions Act of 2006, he is subject to capture if outside Australia.

Hicks’ case will now move toward sentencing. The military commission members, who are active-duty military officers, must determine the sentence. A minimum of five must be present, and officials from the Office of Military Commissions have confirmed they are on their way here. The sentence is expected to be passed by the end of this week, officials said.

(AP) LOS ANGELES -- Mayor Antonio Villaraigosa is calling to expand the police force to a record level by the end of next year to reinforce efforts to combat gangs.

He says the budget he will release next month calls for a net gain of more than 220 officers, which would bring the LAPD past its historic peak of around 9,900 by the end of 2008.

The proposed budget represents the second year of Villaraigosa's five-year effort to expand the police force by 1,000 officers.

The mayor says the boost is necessary to take on the city's 39,000 gang members.

Villaraigosa also said Thursday that he's asked Governor Schwarzenegger for an additional $30 million dollars to fund gang intervention, prevention and suppression programs.

There's no word on whether Schwarzenegger supports the request, but the governor says he does favor working with the mayor to eradicate gang violence.
