As I understand it, the US Flag flies higher than a State flag (yes, even Texas).
I realize it's Texas but a state flag always flies under the American flag .
Flying two flags on a pole is acceptable protocol, I believe.
With all of the problems that school is having, flag height is the least of their worries.
It may be unusually low because the US flag is flying at half staff, so the Texas flag will be at about 40% staff.

I understand that the Texas flag can fly equal to the US flag(only state flag given this right), but if its on the same pole it must always be below the US flag.
Is this a fox news report, or just somebody watching fox news with nothing better to post?
(a) If it is necessary for the state flag and the flag of the United States to be displayed on the same flagpole or flagstaff, the United States flag should be above the state flag.
(b) If the state flag and the flag of the United States are displayed on flagpoles or flagstaffs at the same location:
(1) the flags should be displayed on flagpoles or flagstaffs of the same height;
(2) the flags should be of approximately equal size;
(3) the flag of the United States should be, from the perspective of an observer, to the left of the state flag;
(4) the flag of the United States should be hoisted before the state flag is hoisted; and
(5) the state flag should be lowered before the flag of the United States is lowered.
My neigbor flies the Florida State flag below the American flag on his flag pole.

It is "supposed to be" below the US flag.
That is an accepted protocol for state flags.
There's a church down the street from work here that flies the Mexican flag on the same pole below the American flag; I've always wondered about that protocol.

I believe two flags on a pole is fine. The US flag always flys on top.
On flagpoles that are not high enough, we would only fly the U.S. Flag when flying it at half staff at fire stations.
I once complained that the Maryland Flag had been hung upside down when it hadn't.
