State flags usually fly below the US flag, even Texas*.

It may be unusually low because the US flag is flying at half staff, so the Texas flag will be at about 40% staff.

*Yes, I am messing with Texas.

Granted it's been almost 25 years since my Texas history class...but if memory serves...the Texas flag is the only one allowed to fly at the same level as the U.S. flag because we are the only state that was every it's own country prior to joining the Union.
