I agree with you. I certainly hope these men didn't have families depending on them for survival.

Actually Kelly James got hurt...that changed the whole equation for them.
however, if I had a loved one who was part of the multiple rescue teams working Mt Hood, and something happened to him, what explanation is there for that?.....my loved one dying or becoming injured trying to help out the "adventuresome" climbers?.....
a few years ago, I think on Mt. Ranier there was a rather spectacular helicopter crash trying to "save" some hikers....
In Colorado, you used to pay an extra 25 cents on the cost of a hunting/fishing license to cover the cost of rescue. I think it's built in to the cost of the license now.
You're probably thinking of the Mt. Hood 2002 Blackhawk crash:
In 2002, nine climbers slid into the bergshrund crevasse, which yawns across the base of a steep chute leading to the summit. Three perished, and the military helicopter assigned to extract the remaining injured climbers crashed into the mountain's crater.
The explanation would be that your loved one is a brave and compassionate person who is willing to take a big risk to help someone else. It's not up to you. It's up to him/her.
I don't believe this last storm just popped up from nowhere.

Just not easy to get the wheelchair over terrain anymore now that he is an adult.
Thank God we live in the Coastal Forrest, I can do short hikes when he is napping.
And go to the beach or bay on respite dayz.
Use to carry him when he was a kid and then he grew up to a big guy.
What is nice is having wheelchair access to nature right outside the front door with no close neighbors.
Sure saves on time and energy driving to the outdoors.
I just about fall asleep when assisting him to his Marine Biology Seminars but boy has it opened my eyes when at the beach and knowing all the micro creatures ect that are out there.
Lil education makes those short beach walks alot of fun even if it requires wearing protective gloves due to the high bacteria levels after storms.
It is just nice to get out and get the mind clear of day to day stresses.....no matter what ones agility ability is.

And here's where your theory goes haywire: the mountain rescue teams will simply do what they've always done - which is to assist fellow climbers in distress - but without the "coordination" function of Oregon county sheriffs.
You'll also have to get your law passed at the federal level to prevent DoD and NFS/NPS participation.
And you'll need a provision in the law to prosecute mountain rescue teams going after their fellows in distress, because they'll do it hell or high water. You need to actively and aggressively prosecute unauthorized SAR activities.
And then you'll need to get new government supported SAR teams in place, because no mountaineer in his right mind is going to work with a government or a program that selectively rescues some climbers and allows others to die.
You see, you don't know the first about the climbing ethos.
Doable doesn't mean smart. These men were foolish to go up there during this time of year.
Yes, it is, because of the much lower temperatures and the unpredictable white-out storms with 140 mph winds. Numerous climbers and rescuers have been on TV saying so. Yes, it can be done, but should it be is an altogether different issue. It's a matter of wisdom, judgment and consideration for your loved ones. Now there is at least on bereaved set of parents, a widow, and some fatherless kid(s), all so that some guy could massage his ego by climbing this peak in the dead of Winter. I'm sorry he's dead, but my sympathy is mainly with his family.
They may cement loose rock, but it's still slippery and it's a lot colder, which was the killer this time.
I don't think they should be prosecuted, but they should be billed for the expense of rescuing their dumb butts, at least when taxpayer assets are employed.
