The setting is familiar to anyone who watches the evening news. A large, executive-style desk, a laptop perched on top, a logo in the background and a screen showing shifting images to reinforce the newsreader's message. The only difference is the presenter, who is swathed in an Arab headdress and masked to hide his identity, and the subject of the broadcast, a call for an Islamic state for Iraq and a vow to use Iraq as a launching pad to crush the "Zionists" in Israel.

Welcome to the "Voice of the Caliphate", the latest offering from the Global Islamic Media Front, widely regarded as the mouthpiece of al-Qaeda and the worldwide jihadist movement.

Distributed over the internet, the mock news format is just one of many employed by al-Qaeda's highly sophisticated propaganda arm.

UK orders 12,000 'dirty bomb' protection suits for police
Friday December 29, 2006

London - The Home Office is buying 12,000 new personal protection suits for police to wear in a chemical, biological, radiological or nuclear terror attack, the government confirmed Friday.

But the Home Office insisted the move, which increases the number of officers trained to 'dirty bombs' from some 7,000, was not in response to any specific threat.

"Public safety is our top priority and that's why we are committed to ensuring that as technology advances, we will provide the most up-to-date equipment to the police," a spokeswoman said.

Home Office Minister Tony McNulty suggested that the figure of 12,000 came from a "guess" at what kind of threat officers could face and an assessment of the cover required nationally and for each police force. The new protective gear will replace existing suits, which currently are available to about 5 per cent of the total number of police officers.

EU: DUTCH GROUP PUT ON TERROR LIST

Brussels, 29 Dec. (AKI) - The European Union has placed the Dutch 'Hofstad Group' and its nine members on the bloc's terrorism black list meaning all their financial assets are frozen and the group can no longer gain access to bank accounts or insurance in EU countries, Radio Netherlands reported on Friday. The move follows a request by the Dutch finance minister Gerrit Zalm.

The group’s financial assets were frozen in the Netherlands earlier this year when its nine members were jailed on terrorism charges. Mohammed Bouyeri, a Dutch Moroccan considered to be the Hofstadt group's leader, is serving a life-sentence for the November 2004 murder of Dutch film director Theo Van Gogh, who offended many Muslims with a short film that suggested Islam condoned violence against women.

The EU's list includes another Dutch organisation, the al-Aqsa Foundation, which is suspected of channelling money to terrorist groups.

In what is reminiscent of the Nazi Holocaust when Hitler's Germany forced Jews to wear a yellow Star of David as a mark for extermination, homes of Kosovo's Christian Serbs have recently been marked with the same yellow bands that make the Christian symbol of a cross.

Kosovo's Muslim Albanians have threatened violence if Kosovo is not granted independence and concerns are on the rise that these markings will aid the Muslims extremists during a pogrom of Christians that they threaten. (Photo November 2006)

Worldwide Caution

October 11, 2006


This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated June 6, 2006 and expires on April 9, 2007.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qa’ida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Ongoing events in Iraq and elsewhere in the Middle East have resulted in demonstrations and associated violence in several countries. Americans are reminded that demonstrations and rioting can occur with little or no warning.

In August 2006, British authorities arrested a significant number of extremists engaged in a plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan, illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. A series of bombings in Thailand in May and September 2006 which targeted tourist destinations, the bombings in the Egyptian resort town of Dahab in April 2006, the bombings at a market in Palu, Indonesia in December 2005, the hotel bombings in Jordan in early November 2005 and the bombing of a crowded marketplace in New Delhi in October 2005 illustrate how terrorists exploit vulnerabilities associated with soft targets. Additional examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 is one such example.

In the wake of the August 2006 plot against aircraft in London, numerous terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov.

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. Americans abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate.

As the Department continues to develop information on any potential security threats to U.S. citizens overseas, it shares credible threat information through its Consular Information Program documents, available on the Internet at http://travel.state.gov. In addition to information on the Internet, travelers may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the U.S. or outside the U.S. and Canada on a regular toll line at 1-202-501-4444.

Several U.S. Embassies around the world have released the following Warden Message, with nearly identical language, warning travelers of the problems they are likely to encounter due to the death sentence imposed on Saddam Hussein by the Iraqi High Tribunal. The Appeals Chamber of the Iraqi High Tribunal affirmed the death sentence for the ousted Iraqi dictator Saddam Hussein after being found guilty of crimes against humanity. Despite this being an Iraqi decision, Saddam's execution may prompt unrest and anti-American demonstrations. We wish to remind American citizens that even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. American citizens are therefore urged to avoid the area of any demonstrations and to exercise caution if within the vicinity of any demonstrations.

For the latest security information, Americans should regularly monitor the Department's web site at http://travel.state.gov, where the current Worldwide Caution Public Announcement, Travel Warnings, and Public Announcements can be found. Up-to-date information on safety and security is available toll free at 1-888-407-4747, or at regular toll rates at 1-202-501-4444 for callers outside the U.S. and Canada, from 8:00 a.m. to 8:00 p.m., Eastern Time, Monday through Friday (except U.S. federal holidays).

Americans living or traveling abroad are encouraged to register with the nearest U.S. Embassy or Consulate through the State Department's travel registration website, https://travelregistration.state.gov, so that they can obtain updated information on travel and security where they are traveling.
