UNITED NATIONS — As Palestinian Arab rockets struck two Israeli towns yesterday, U.N. bodies prepared to launch no fewer than two overlapping "fact-finding" missions to second-guess Israel's anti-terrorist tactics.
President Carter could head one of those missions.
The U.N. General Assembly is expected to convene a special emergency session tomorrow to deal with the November 8 Israel Defense Force artillery strike on the northern Gaza town of Beit Hanoun, which killed 19 civilians.
A draft resolution for the assembly session calls on the U.N. secretary-general to establish a fact-finding mission into the event and requests that he report back to the assembly in a month.
And yesterday in Geneva, the U.N. Human Rights Council, which in its five months of existence has failed to pass one resolution on any country other than Israel, concluded its third emergency session on the Jewish state.
In the session's resolution, the council called on its president, Ambassador Alfonso de Alba of Mexico, to establish a fact-finding mission to investigate the incident at Beit Hanoun.
A diplomat in Geneva who requested anonymity said the sponsors of the resolution are planning to ask Mr. Carter to head the investigation.

I'm not sure but I believe under the Former Presidents Act all former Presidents have the right to hold a diplomatic passport.

Even without the age factor, his politics are so anti-Israel, its an outrage he would be considered to investigate anything, let alone Israel.
Not soon enough, my friend, not soon enough.
For my part, when he does, they should declare a national holidday.
In my opinion , its just mine, he has been on a major mission after the American voters told him he stinks, to make us pay. Carter, you ain't no Reagan. America hated America during his awful presidentcy, and he has hated America since then. I get upset when ever I see his evil face pretending to be a just man.
They seem to think they can talk themselves into a peaceful solution with the Muslims.
It is never ever going to happen. They forget they are negotiating with Muslims. Calling them Palestinians isn't going to change the reality of the situation.
The dumb Jews make this mistake over and over and over year after year with the same results-betrayal by the Muslims.
The Muslims will never give up on trying to rid that area of the Jews by fair or foul means.
What I am having trouble relating too, are stupid people who seem incapable of learning what the Muslims intend to do to them. Even though the Muslims shout it from the rooftop, and follow it up with action, and train their children to hate and kill Jews. Hamas makes it clear, and Hizbollah makes it clear.
When a group, which is in mortal danger, elects Olmert, to protect them, and once again for the 30th time wants to talk peace with the Muslims, you know they are clueless, and their prospect for survival is small. - tom

I'll always support Israel. Israel supports America and we should continue to support her and her people. The bias from the media concerning Israel is an outrage. They consistently only report what Israel does, but fail to report what caused Israel's reaction. Even FOX News is guilty of not reporting the facts concerning Israel.
Prayers for Israel and her people. They are surrounded by enemies on all sides. The Israelis are a brave people and I admire them.
